Involving imported goods, permanent residence service management for foreigners, etc., to create a high-level inland "new coast".
Hubei Free Trade Zone was established in 2017, covering nearly 120 square kilometers in Wuhan, Xiangyang and Yichang.
Since its listing, the Wuhan area has focused on ASEAN countries to expand the external circulation, and the digital economy has become a "stabilizer" for economic revival; the Xiangyang area has built the first public platform in the Han River Basin that mainly serves industrial enterprises and promotes online sales of industrial products; Yichang area Cooperated with 13 counties (urban areas) in 9 provinces (autonomous regions) of Jiangsu, Guangdong, Guangxi, Fujian, Hunan, Hubei, Jiangxi, Zhejiang and Anhui, and 5 free trade zones in 4 provinces, Henan, Sichuan, Yunnan and Shaanxi, and 81 high-frequency matters were "trans-provincially handled".
Data shows that the first five batches of Hubei Free Trade Zone have replicated and promoted 199 institutional innovation achievements, and achieved results in the fields of investment reform, trade facilitation, financial opening and innovation, innovation-driven development, and dual-cycle links.
This time, the sixth batch of 18 reform pilot experiences to be replicated and promoted will promote institutional and mechanism innovations around industrial development, and explore the formation of a new batch of reform pilots in promoting investment and trade facilitation, innovation-driven development, transformation of government functions, and promotion of the rule of law. Experience, all of which have been tested in the free trade area for at least half a year.
Among them, Wuhan Customs relies on scientific and technological means to innovate a new model of imported goods destination inspection, solve the problem that customs administrative law enforcement resources cannot meet the timeliness requirements of enterprises under the traditional model, not only improve work efficiency, but also implement the current epidemic prevention and control related requirements.
In terms of the management of permanent residence services for foreigners, the Wuhan area benchmarked against the China-EU Comprehensive Investment Agreement (CAI), and subdivided natural persons with different requirements for applying and extending temporary entry into 12 cases. The required conditions, the list of application materials, the deadline for completion, the agency and procedural matters, it also clarifies the classification, certification standards and certification materials of foreign high-level talents applying for permanent residence in China, so as to improve the management level of permanent residence services for foreigners.
At present, a series of achievements involving strengthening the management of permanent residence services for foreigners, optimizing the work permit services for foreigners in China, talent registration and dynamic points system, and liaison stations for talent offshore work have been formed successively.
As of 2021, with 0.065% of the province's land area, the Hubei Free Trade Zone has contributed 30% of the province's foreign trade volume and 13% of the foreign investment volume in the same period, and has played a significant leading role in opening up.
At the same time, a group of high-level talents and teams at home and abroad have been gathered.
