The Ministry of Inclusion, Social Security and Migration has modified its initial proposal to reform the self-employed contribution system to incorporate, among other measures, the reduction of the fees that self-

employed people with income between 900 and 1,500 euros

per month will have to pay

and eliminate the two upper sections for those with higher incomes, so the maximum fee would be 991.44 euros.

ATA and UPTA, the associations summoned to the meeting have rejected the proposal.

The offer is part of the negotiations that the Ministry of Social Security has opened with the main associations of self-employed workers to establish a system in which their contributions reflect their real income, as requested by the Congress of Deputies through the Pact of Toledo within the

reform of the pension system.

In the initial proposal,

the Executive raised 13

installments that ranged between 184 and 1,267 euros, depending on income.

In the income range between 900 and 1,500 euros, those affected in the intermediate sections by the quota reductions proposed by the Ministry, there were three sections with quotas that ranged between 293.94 and 413.1 euros.

In the proposal verbally transferred today to the associations of self-employed workers, a reduction in the quotas for workers with incomes between 900 and 1,500 euros per month is proposed.

The Government has included in the formula with which it seeks to establish a new system of sections a new definition of 'net income' that would allow self-employed workers to discount up to 5% in expenses, according to the representatives of these workers

The associations have rejected the proposal, stating that they will continue negotiating until a fair system is established for the nearly three million self-employed workers registered in the system.

The

UPTA

association has rejected the proposal put forward by Minister

José Luis Escrivá

, pointing out that the contributions of the higher income brackets should not disappear because "the higher brackets are the ones that have to make a greater retributive effort" so that the lower ones reduce it.

For its part,

ATA,

the main association of the group, calls on the Government to rethink an offer that focuses on simplifying the sections, which are not the problem". In the opinion of

Lorenzo Amor

, president of ATA, the most relevant issue is that There is no proposal for self-employed companies and collaborators who do not have income from economic activities,

which leaves out approximately 40% of self-employed

and does not allow progress in the design of the new system, which is "starting from the roof".
