He noted that the European Parliament recently proposed to postpone the start of carbon tax collection to 2025 and remove incentives for European producers to provide free emission allowances by the end of 2028, not 2035.

According to him, in Europe now the price of carbon dioxide is $100 per ton, the effective rate is $50 per ton, by 2030 it will become $100 per ton.

“If you now put $100 (into the calculation of the potential price of carbon for the Russian economy), it will be a completely different life,” Chubais quoted RBC as saying.

He stated that what was not paid to the Russian budget would be paid to the EU budget.

Chubais added that it is necessary to reach a “fundamental decision” in 2022 and implement it in 2023.

On November 19, 2021, Pavel Zavalny, Chairman of the State Duma Energy Committee, said that the introduction of carbon fees and the modernization of energy capacities is the path not only to carbon neutrality, but also to a modern economy.
