Optimize the layout of offshore green aquaculture, support the development of deep-sea aquaculture, and speed up the construction of distant-water fishery bases.

In terms of promoting the diversified development of fruit and vegetable tea, the "Planning" proposes to develop facility agriculture, and to develop forestry and fruit industry, Chinese medicinal materials, edible fungi and other characteristic industries according to local conditions.
