Consent to tax remains strong in France, according to the barometer of the Council of compulsory levies.

But the French still feel that the levies (taxes and social security contributions) are too high and that the tax system is unfair.

Nearly eight out of ten French people consider paying taxes to be a civic gesture, according to the report published on Wednesday.

A “rather encouraging” result according to Pierre Moscovici, president of the CPO and first president of the Court of Auditors.

This is the first barometer of its kind and a similar report will be drawn up every year.

Social security contributions better perceived than taxes

The more the French believe that public money is well used, the more tax compliance increases, regardless of the income level of the households questioned, according to the survey.

Overall, 65% of French people are dissatisfied with the use of public money.

Three-quarters believe that taxes are too high in general, confirming a certain "fiscal fed up", analyzes Pierre Moscovici.

This feeling only concerns 62% of French people when they are asked about their level of personal tax.

Social contributions are a little better accepted than taxes (60% consider them too high), no doubt thanks to their “direct counterpart”, the financing of social security.

Insufficient redistribution in the eyes of the French

The tax system is still seen as rather unfair by a majority of French people: 66% believe that middle-income households pay too much tax and 48% think that this is also the case for more modest households.

More than one French person out of two (55%) considers the redistribution of wealth insufficient when 27% find it too important and only 18% fair.

“The perception of an unfair tax system, either because it overtaxes the wealthiest or because it does not do enough, negatively affects the acceptance of levies,” notes the CPO in its report.

The poll was conducted by Harris Interactive between September 3 and September 9, 2021.
