The parliamentary report led by LREM deputy Guillaume Gouffier-Cha proposes a series of ten measures to strengthen an economic cycling sector in France, including a doubling of the number of cycle paths.

With a structured sector, 100,000 jobs could be created by 2050.

This is a long-awaited report to structure an "economic cycle sector" in France.

The LREM deputy for Val-de-Marne, Camille Gouffier-Cha, presented it on Tuesday evening to the Ministers of Transport, Jean-Baptiste Djebbari, and Industry, Agnès Pannier-Runacher.

The rapporteur proposes ten measures to help the development of an economic sector that creates jobs at a time when the practice of cycling has been increasing very markedly for several years.

Going from 50,000 to 100,000 km of cycle paths

Between 2019 and 2021, cycling has experienced a spectacular leap: +31% in urban areas and +14% in rural areas.

The 2018 bicycle plan therefore needs to be strengthened according to Camille Gouffier-Cha, author of the report on the "economic cycle sector".

Among the priorities, create a sector committee with all the players to be more efficient and build twice as many cycle paths.

"We have to go even further", he explains at the microphone of Europe 1, to "go from 50,000 to 100,000 kilometers of cycle paths".

The deputy of Val-de-Marne deplores in particular that "for several decades, we have locked the bike in its leisure part. And if we want to amplify the practice, we must deploy infrastructures".

Industrial deployment as well.

Very dependent on Asia, France only produces around 25% of the bicycles sold on its soil.

The objective is to double this share and succeed in exceeding the bar of two million bicycles manufactured in France in 2030, against 690,000 currently.

Objective: increase French production

Bikes are now more complex, technical, high-end.

Sales of models with electric assistance or freighters are constantly increasing.

Moreover, their average price has increased by 25% in two years to reach 707 euros.

According to the report, we must therefore take advantage of our know-how to increase French production.

With a structured sector, the potential for jobs created is 100,000 by 2050.

To achieve all these objectives, Guillaume Gouffier-Cha proposes to increase the active mobility fund to 400 million euros per year.

But it will also be necessary to work on the brakes on the development of the bicycle: the lack of safety for cyclists, thefts and parking problems.
