In order to accelerate the establishment and improvement of a green, low-carbon and circular development economic system, promote the comprehensive green transformation of economic and social development, and help achieve the goal of carbon peaking and carbon neutrality, the introduction of the "Plan" clarified the "mission book", "timetable" and "roadmap" ".

Only by acting with the times and following the trend, focusing on improving the efficiency of energy and resource utilization, and effectively ensuring the safe and stable supply of energy resources, can we continuously consolidate and improve the effectiveness of environmental governance, and contribute new and greater forces to ensure that carbon peaks and carbon neutrality are achieved as scheduled.
