After a period of in-depth research, Wang Jinfu got more information. According to multiple data, "Chengdu's freewheeling orders are about 42,000 orders per day, corresponding to about 210,000 tons of carbon reduction per year, providing nearly 100,000 residents with multi-channel income-increasing jobs and nearly 20,000 full-time jobs," he believes. , while encouraging the development of the industry, it should also establish rules and regulations for the existing regulatory gray areas, rigid pricing and other restrictive problems to break the development "bottleneck".

  Wang Jinfu believes that due to the lack of scientific and effective top-level design and institutional arrangements, the legal boundary between freewheeling and unlicensed "black cars" has not yet been clearly defined, and the determination of whether freewheeling is illegal in administrative law enforcement and judicial practice is vague and simple. Roughly treating the true sense of sharing travel as an illegal operation crackdown has occurred frequently.

Secondly, in the current system design, ride-hailing owners share "part of the travel cost" with passengers, but this connotation is relatively vague, cannot match accurate rules and systems, and does not comprehensively consider the extra time the car owners have to pay for providing shared rides , energy cost, vehicle load and wear and other actual conditions, to a certain extent, reduce the enthusiasm of car owners for intensive commuting and passengers to travel green.

  此外,去年王劲夫委员就密切关注“换电”代替“充电”的产业迭代,今年他再次呼吁,提交了《关于推动电动两轮车离电视换电业规范有序发展的建议》。
