  跨境电商、市场采购贸易规模双双突破3000亿元,跨国公司投资广东系列活动签约投资总额超4000亿元,国际贸易“单一窗口”单量超46亿票、占全国51%……2021年,广东不仅稳住了外贸基本盘,外贸发展更涌动着澎湃新动能,实现进出口额8.27万亿元、增长16.7%,首次迈上8万亿元的标志性台阶,一年净增1.18万亿元。

  “广东高度重视外贸发展,2021年,省委、省政府出台《关于推进贸易高质量发展的行动方案》,召开全省贸易高质量发展大会,部署推进实施数字贸易、贸易新业态、粤贸全球品牌、展会提升、重大贸易平台、产业链招商、贸易龙头企业、粤港澳大湾区国际消费枢纽、通关便利化改革和贸易金融创新等贸易高质量发展十大工程,为广东省外贸应对复杂的国际经贸环境、实现创新发展提供了强有力支撑。”广东省商务厅厅长张劲松说。

  精心培育新业态

  广东外贸在疫情下展现出强大的活力和韧性,跨境电商、市场采购、数字贸易等贸易新业态的蓬勃发展成为最好注释。

  “我们的手袋产品在欧美、日韩很受欢迎,但受疫情影响,去年接到大量小批量、多批次的订单,一般贸易方式已‘力不从心’。多亏东莞大朗毛织贸易中心成为市场采购贸易试点,让我们享受到便捷‘出海’通道,扭转了出口颓势,业绩大幅提升。”谈到市场采购贸易新业态,东莞丰源手袋有限公司负责人叶志斌难掩内心喜悦。市场采购贸易在东莞试点一年表现亮眼,去年出口额达561.1亿元。

Since last year, it has achieved full coverage of B2B pilots in 13 cross-border e-commerce comprehensive pilot zones, and 7 cities including Meizhou have newly approved cross-border e-commerce retail import pilots, and launched a special campaign for market procurement and trade innovation and improvement. Cross-border e-commerce in 2021 , The scale of market procurement both exceeded 300 billion yuan.

In response to some deep-seated problems exposed by the rapid development of cross-border e-commerce, Guangdong has issued the "Ten Measures for Cross-border E-commerce" and launched a package of policies to solve the industry's pain points.

For example, support the construction of the airport shared international cargo center project, and solve the problem of the long time for air cross-border cargo inspection.

  The Digital Trade Project proposes to speed up the digital transformation of trade in goods and services, and implement a number of digital trade pilot initiatives with Guangzhou and Shenzhen as the main engines. By 2025, the average annual growth rate of digital trade will reach 15%.

Since the launch of the digital trade project, Guangdong has successfully strived to become a pilot area for the construction of global trade digitalization in the Guangdong-Hong Kong-Macao Greater Bay Area supported by the state; the number of the province’s 2021-2022 national key cultural export enterprises has reached 48, ranking first in the country for the first time; Provincial-level digital service export base construction, and preparation for the establishment of a provincial-level trade digital public service platform.

  Create a new competitive advantage

  In Yangjiang, Guangdong, there are more than 4,500 upstream and downstream enterprises of knives and scissors, and the export of hardware knives and scissors accounts for about 85% of the country.

In recent years, taking advantage of the "national foreign trade transformation and upgrading base", Yangjiang knife and scissors enterprises have started the transformation of intelligent manufacturing and independent brands.

Today, the brand of China's Knives and Scissors is gradually becoming well-known at home and abroad.

  Like Yangjiang, Guangdong's foreign trade enterprises have been in the throes of transformation and upgrading since 2008.

Under the impact of the epidemic, how to help them establish new advantages in international competition as soon as possible is particularly urgent.

In the process of promoting the ten major projects, Guangdong has made full efforts to focus on the market, brand, platform and industry, consolidate market advantages through Guangdong Trade Global Brand Project, exhibition promotion project, etc., and enhance industrial capacity through major trade platform projects, industrial chain investment promotion projects, etc. level, and optimize the business environment through customs clearance facilitation reform projects... A series of work has achieved remarkable results.

  展会提升工程和粤贸全球品牌工程的实施,成为助力外贸企业在疫情下抵御风险挑战的雪中送炭之举。疫情使得全球绝大多数的线下展会取消或延期,外贸企业无法利用国际性展会开拓国际市场。去年10月,广东举全省之力办好第130届广交会,帮助企业拓市场、保订单、稳客户。粤贸全球品牌工程提出“粤贸全球”“粤贸全国”两个相互促进的抓手,举办线上线下经贸活动共计249场,成交金额分别超23亿美元和379亿元,助力消费电子、智能家电、纺织服装、化妆品等优势产品打开国内外销路。

  为提升重大开放型平台能级,广东实施了重大贸易平台工程,在广州南沙进口贸易促进创新示范区启动了汽车贸易、飞机租赁、冷链物流等6大进口平台建设,不断扩大进口规模、提升进口质量。与此同时,持续推动外贸转型升级基地高质量发展。2021年,广东新增6个国家级外贸转型升级基地,累计建成73个国家级、省级基地,形成了一批在全国甚至全球享有较高知名度的产业集群。如佛山建筑陶瓷基地生产量约占全国40%以上,成为全球最大的建筑陶瓷交易中心。“番禺珠宝”“狮岭皮具”“金湾生物医药”等区域品牌享誉国际。

  增强外贸发展韧性,离不开产业与贸易的互利双强。广东实施产业链招商工程,围绕20个战略性产业集群,编制产业、政策、投资要素招商引资地图,创新举办跨国公司投资广东“十四五”座谈会、跨国公司投资年会,签约跨国公司项目101个、投资总额4000亿元。

  持续发力促实效

  新的一年,广东外贸面临的形势依然严峻复杂,支撑外贸增长的原材料价格上涨、订单回流等因素不可持续,企业面临的缺芯、缺柜等问题短期内难以有效解决。

  “新一年我们将积极作为,坚决稳住外贸基本盘,抓好十大工程落地见效,不断增强广东贸易综合实力、创新能力和国际竞争力。”张劲松表示。

  广东将通过抓政策、抓平台、抓企业,推动十大工程见实效。广东将研究出台新一轮稳外贸政策,争取一季度“开门红”、全年保持平稳增长,积极争取粤港澳大湾区全球贸易数字化领航区等国字号政策落地,研究出台支持数字贸易高质量发展等系列政策措施。抓平台方面,继续抓好国家级进口示范区建设,培育一批省级进口示范区、进口平台和进口集散中心。

  抓企业方面,广东支持中小企业走“专精特新”国际化道路,涌现出了迈瑞医疗、希音等新一批本土外贸龙头和平台企业,以及小熊电器、名创优品等具有国际竞争力的小巨人企业。未来,广东将全力支持和服务进出口100强企业和加工贸易200强企业,培育一批贸易平台型企业、现代商贸流通领军企业,招揽一批跨国公司总部和“专精特新”企业。
