  Liu Jianping, a member of the Guangdong Provincial Political Consultative Conference, believes that Guangdong should optimize policy supply and create an excellent environment to support the green and low-carbon development of manufacturing.

"We should improve the targeted and precise dimensions of 'double carbon' related policies, provide precise support in resources and environment, talent introduction, finance and other aspects, and rationally design a dynamic path for emission reduction." Liu Jianping said that carbon reduction should not be "one size fits all" and Instead, we should build a clean, low-carbon, safe and efficient energy system, control fossil energy, carry out key technology research and achievement transformation, strengthen the construction of green intellectual property creation, protection, application and service systems, and promote the transformation of scientific and technological achievements.

  Liu Jianping also suggested that it is necessary to increase green financial guarantees and accurately serve green and low-carbon industries.

Including improving the green finance standard system and evaluation mechanism, formulating special policies for industrial green development; providing high-standard green investment and financing guidelines for green enterprises, green projects and green technologies, and prudently conducting carbon financial product transactions; exploring green finance, transformation finance, Innovative mechanisms such as carbon finance and climate finance resonate at the same frequency as green industry upgrades on the supply side of financial products and services.

  In the proposal, the Guangdong Provincial Committee of the Revolutionary Committee proposed to introduce strong support policies to support the technological innovation of green enterprises; to accelerate the consolidation and improvement of the overall competitiveness of industrial clusters, to play the role of leading enterprises, to strengthen industrial policy support and guidance, and to speed up industrial chain suppliers. In his view, the production methods in the Guangdong-Hong Kong-Macao Greater Bay Area are still relatively extensive, and fossil energy still accounts for more than 60%. However, in terms of the development and utilization of renewable energy such as wind energy, solar energy, and geothermal energy, there is a gap with foreign advanced levels.

In addition, cities in the Greater Bay Area have different low-carbon actions and lack a unified policy standard system and linkage mechanism. Some cities still lack the core departments that lead the low-carbon economy, and have not formed a co-constructed and shared ecological environment management system.

  Yang Senping suggested that the formation of a unified large-scale ecological environment trading market in the Guangdong-Hong Kong-Macao Greater Bay Area should be promoted, and regional ecological product trading platforms such as carbon sink trading should be developed.

In addition, it is recommended that Guangdong explore the pilot implementation of carbon tax in the Pearl River Delta region, study the rational design of carbon tax schemes for different levy scenarios, and build a carbon tax-carbon trading coordination mechanism.
