Central financial support plays an important role in guaranteeing ecological security, has a wide range of ecological benefits, and belongs to the key areas of common financial powers for ecological restoration and management of historically abandoned mines.

  The two departments emphasized that they should adhere to the policy of giving priority to conservation, prioritizing protection, and giving priority to natural restoration, focusing on the key ecological areas of "three districts and four belts", focusing on important ecological locations, prominent ecological problems, relatively concentrated and contiguous areas, and seriously affecting the living environment. Abandoned mines left in history, focus on selecting projects with advanced restoration concepts, good work foundation, strong typical representation, and value of replication and promotion, carry out ecological restoration demonstrations of abandoned historical mines, highlight ecological support for major national strategies, and strive to improve ecosystems quality and carbon sink capacity.

  According to the notice issued by the General Office of the Ministry of Finance and the General Office of the Ministry of Natural Resources, the central financial funds shall not be used for the following expenditures: projects that do not meet the national management and control requirements such as nature reserves, ecological protection red lines, and cultivated land protection red lines; there is a clear responsibility for restoration Main projects; projects already supported by central financial funds; tourist facilities such as parks, squares, sculptures, and landscape engineering construction such as "bonsai" projects;

  The two departments require that all provinces (autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps, the same below) make overall planning, unified organization, and select and apply for projects based on merit.

Each province shall declare no more than 2 projects, and the total investment of each project shall not be less than 500 million yuan. The implementation period is 3 years. Excessive or overdue declarations shall be regarded as invalid declarations.

Projects supported by the central government will be publicly selected through a competitive review method.

The declared project area should belong to the historical abandoned mines that the government is responsible for, and the individual or relatively concentrated contiguous area of ​​the mines is not less than 10 square kilometers in principle.
