The five departments require all localities to improve the coverage and convenience of assistance, improve the efficiency of the use of assistance funds, and protect the vital interests of road traffic accident victims.

Adhere to the principles of emergency relief, openness, transparency, convenience and efficiency, and ensure the safe and efficient operation of the relief fund.

  At this stage, 1%-2% of the premium income of compulsory motor vehicle traffic accident liability insurance will continue to be withdrawn as the source of the relief fund, and the provincial people's government will determine the specific withdrawal ratio within the above range.

Implement the mechanism for raising and capping the relief fund. Taking the provincial level as a unit, if the cumulative balance of the relief fund reaches more than three times the expenditure amount of the previous year, the withdrawal will be suspended this year.

  The five departments require all localities to shorten the processing time limit, shorten the review time limit of the relief fund management agency from 5 working days to 3 working days, transfer funds within 2 working days after the review and approval, and promptly explain to the relevant parties if they do not meet the advance payment requirements. reason.
