Chinese official: Adjust and optimize the list of imported goods for cross-border e-commerce retail and expand import categories

  China News Agency, Beijing, January 11. The General Office of the State Council of China recently issued the "Opinions on Doing a Good Job in Cross-Cycle Adjustments to Further Stabilize Foreign Trade" (hereinafter referred to as "Opinions").

  The "Opinions" pointed out that China's foreign trade is currently faced with more uncertain, unstable and unbalanced factors, and the foundation of foreign trade operations is not solid.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on keeping the economy operating within a reasonable range, implement the decisions and arrangements of the CPC Central Committee and the State Council, further expand opening up, make cross-cycle adjustments, and help enterprises Bail out, especially support small, medium and micro foreign trade enterprises, strive to maintain orders, stabilize expectations, and promote the stable development of foreign trade.

  The "Opinions" proposes 15 policy measures, the main contents of which include:

  The first is to strengthen fiscal, taxation and financial policy support.

Continue to accelerate the progress of export tax rebates.

Consolidate and enhance the role of export credit insurance, and increase the protection of small, medium and micro foreign trade enterprises and the risk of cancellation of orders before shipment.

We will increase export credit support, and focus on alleviating the difficulty and high cost of financing for small, medium and micro foreign trade enterprises.

Keep the RMB exchange rate basically stable at a reasonable and balanced level, enhance the foreign trade enterprises' awareness and ability to hedge against exchange rate risks, and actively and steadily promote RMB cross-border trade settlement.

  The second is to further encourage the development of new forms of foreign trade.

A number of cross-border e-commerce comprehensive pilot zones shall be added, and a number of offshore trade center cities (regions) shall be cultivated.

Actively use the service trade innovation and development guidance fund, etc., encourage financial institutions to increase support for various enterprises in the construction and use of overseas warehouses in the way of market operation, and promote the high-quality development of overseas warehouses.

Adjust and optimize the list of imported goods for cross-border e-commerce retail, expand import categories, and better meet diversified consumer needs.

  The third is to ease the pressure on foreign trade supply chains such as international logistics.

Encourage foreign trade enterprises and shipping enterprises to sign long-term agreements, and organize small, medium and micro foreign trade enterprises to conduct direct customer docking with shipping enterprises.

Strengthen the supervision of international shipping, and call for the smooth flow of international logistics on multilateral and bilateral occasions.

Do a good job in the import of bulk commodities, and actively protect the domestic supply of bulk commodities.

Accelerate the promotion of trade adjustment assistance.

Improve the level of trade liberalization and facilitation, and take the effective implementation of the Regional Comprehensive Economic Partnership (RCEP) as an important starting point for stabilizing foreign trade.

  Fourth, support key industries and key enterprises.

Strengthen the cultivation and construction of national processing trade industrial parks, deepen the cooperation and co-construction of the eastern region, the central and western regions, and the northeast region, accelerate the cultivation and identification of a new batch of processing trade gradient transfer sites and demonstration sites, and stabilize the development of processing trade.

Cultivate a number of trade double-circulation enterprises.

Support labor-intensive product export enterprises in a compliant manner, and support local governments to study and establish a fixed-point regular monitoring mechanism for employment in the field of foreign trade.

  The "Opinions" require that all regions and relevant departments should attach great importance to making cross-cycle adjustments, effectively support small, medium and micro foreign trade enterprises to reduce costs, implement measures such as tax reduction and fee reduction, and continue to rectify problems such as arbitrary charges and arbitrary fines.

All regions should introduce targeted support measures in light of their actual conditions, and earnestly organize and implement them.

All relevant departments should, in accordance with the division of responsibilities, strengthen coordination, form synergy, and ensure that various policies and measures are implemented in place.
