The reservoir in Yingcheng Zhongkou is the Shiliang River Reservoir, the largest artificial reservoir in Jiangsu Province. It was built in the late 1950s and is located at the junction of Donghai County, Ganyu District, Jiangsu Province and Linshu County, Shandong Province. It is the eastward diversion project of floods in the Yishusi River Basin and an important water source to support the local economic and social development of Lianyungang.
Overall relocation to improve living conditions
Speaking of the construction of the Shilianghe Reservoir, Guo Youtao, a 68-year-old resident of Nanchen New Rural Community in Shilianghe Town, recalled: "At that time, more than 20,000 immigrants from Donghai County settled down around the reservoir, which is now Shiliang. During the rainy season, the water level rises, the house is wet, the walls fall off, the flood enters the house, and the crops are harvested by the sky.
A new type of rural community in Nanchen came into being.
Since 2017, Shilianghe Town has actively responded to the decision-making and deployment of accelerating the improvement of the housing conditions of farmers and promoting the integrated development of urban and rural areas. 3 natural villages in Dongyao and Dongyao have been relocated as a whole and resettled uniformly.
At present, Nanchen New Rural Community has completed the relocation of 382 households in these three natural villages.

Ensuring stable employment for "landed fishermen"

In the early 1980s, some migrants around the reservoir relied on the reservoir's rich fishery resources to make a living by fishing, but only barely enough to survive.
By the late 1990s, the immigrant masses who had found a new "way to become rich" began to engage in cage fish farming, with the number of cages exceeding 100,000 at the peak.
"I started cage farming in 1996. Fish farming in cages has indeed brought certain benefits to my family," said villager Meng Fanshan.
However, he also admitted that the introduction of a large amount of bait and domestic waste has made the originally clear lake water increasingly turbid.
The local party committee and government realized the existence of the problem and the seriousness of the situation.
In recent years, benefiting from the national immigration support policy, Donghai County has vigorously implemented the rural revitalization strategy, carried out comprehensive renovation of the reservoir area, built a new community of farmers, established industrial concentration areas, and comprehensively improved conditions in terms of ecology, housing, and employment.
In order to rectify disorderly farming in the Shiliang River Reservoir, from 2019 to 2020, Lianyungang City implemented a special cleanup of "two violations" in the reservoir area. Violation of the three chaos" (illegal encirclement of rivers and lakes, illegal construction, random occupation, random arrangement, and random construction) will be cleaned up by themselves.
In 2021, Donghai County will clean up 2,389 "three-no" boats and 404 cement boats without a ship's name, certificate, port of registry, and 328 local fishermen have successfully "washed their feet ashore".
How to ensure that every "landing fisherman" has stable employment and increased income has become a topic before the local party committee and government.

Shengquan Village is located in the northernmost part of Shilianghe Town. It is the key "immigrant village" of Shilianghe Reservoir. There are 10 villager groups in 933 households with 3820 people.
Donghai County and Shilianghe Town focused on enriching the people by industry, combined with the industrial development orientation of Shengquan Village, used the post-migration support funds for large and medium-sized reservoirs, and provided special supporting funds to help the village develop the grape industry.
Featured industries help increase income and become rich
While guiding immigrants in the Shilianghe Reservoir area to develop advantageous industries, Donghai County also takes advantage of local resource advantages and location advantages to vigorously develop industries such as home textiles, mining machinery, and non-woven fabrics.
In the industrial concentration area of Shilianghe Town, 26 standard workshops have been built, and 32 enterprises have settled in, which has driven the employment of local people and transformed some immigrants from the reservoir area into industrial workers.
Today, relying on industrial development, most farmers here live an "urban life" where they work during the day and relax at night.

Next to the Shilianghe Reservoir, relying on a lake with good water, Xie Zhan, a former fisherman in Shilianghe Village who opened a farmhouse next to the town, has his own secret to making money.

At present, Donghai County, in accordance with the requirements of Lianyungang City, has implemented the construction of Shilianghe Reservoir Xingfu River and Lake into the city with clear water.
The action is clear. By the end of the "14th Five-Year Plan", the Shilianghe Reservoir area will be built into a demonstration area for Lianyungang City to practice the "two mountains" theory, a model area for rural revitalization, and a new benchmark for the construction of happy rivers and lakes.
