On January 1, 2022, the "Regional Comprehensive Economic Partnership Agreement" (RCEP) officially came into effect, marking the official landing of the free trade zone with the largest population, the largest economic and trade scale, and the most potential for development in the world. It will become a member of the foreign trade of China and the entire RCEP. Growth accelerators and new engines.

"RCEP adopts a high-standard economic and trade rule system, covering many areas such as tariff reduction and exemption, trade facilitation, service investment opening, business personnel exchanges, e-commerce, intellectual property protection, etc., and will inject new momentum into the reshaping of the global economic and trade order." Said Xu Deshun, a researcher at the Ministry of International Trade and Economic Cooperation.

Many places usher in the wave of first orders and first tickets

For the smooth implementation of RCEP, the Ministry of Commerce, the General Administration of Customs and other departments have begun to deploy related work a year ago, making preparations for policy dissemination, technological transformation, and system upgrades.

At about 0:00 on January 1, in the RCEP Qingdao Economic and Trade Cooperation Pilot Innovation Test Base Certificate of Origin Verification Center, the customs officer of Qingdao Customs issued my country's first RCEP certificate of origin for Qingdao Gulf Group Co., Ltd. for more than 2,800 tons of calcium chloride.

"With this certificate of origin, the tariff rate paid after the goods arrive in Japan can be reduced from 3.3% to 3%." Liu Kun, the company's business manager, said that in the first year of RCEP, the company's exports of goods can reduce tariffs by about 1 million yuan in Japan.

After Japan completes the tax reduction process, the amount of tariff reductions and exemptions will be further expanded.

RCEP not only reduces the tariff cost of cross-border trade between members, but also introduces a series of facilitation measures such as the independent declaration of origin system for approved exporters to promote the low-cost and efficient flow of goods and manufacturing raw materials between members.

On the same day, the country's first declaration of origin under RCEP landed in Jiangsu.

After verification by Nanjing Customs, XCMG Construction Machinery Group Import and Export Co., Ltd. became the first batch of approved exporters in the country after the implementation of RCEP, and a concrete mixer that it will export to Thailand received the country's first declaration of origin under RCEP.

Zhou Yusheng, Director of the Tariff Department of Nanjing Customs, stated that according to the RCEP regulations, each member will adopt the two certification modes of the certificate of origin and the independent declaration of the approved exporter from the date of entry into force of the agreement.

After the implementation of RCEP, the extensive use of the certification model for the independent declaration by approved exporters will greatly enhance the level of facilitation of the origin certification process, which will effectively reduce the cost of corporate compliance and improve the convenience of customs clearance.

  Institutional innovation promotes trade facilitation

SMC (China) Co., Ltd., located in the Beijing Economic and Technological Development Zone, is one of the first companies in Beijing to feel the dividends of the RCEP agreement.

The company's large-scale pneumatic component production and export base centered in Beijing has begun to take shape, and its products are directly exported to 78 countries and regions.

"Many of our company's import and export goods belong to the RCEP agreement countries' products of origin. According to preliminary estimates, the first year of RCEP implementation can enjoy a tax reduction of 30 million yuan." said Guo Liansheng, head of customs affairs at SMC (China) Co., Ltd.

It is reported that SMC (China) Co., Ltd. is the first approved exporter under RCEP in Beijing Customs Customs Area.

The so-called approved exporter refers to an enterprise that, as determined by the customs according to law, can issue a declaration of origin for goods that are exported or produced and that have the qualifications of origin under the relevant preferential trade agreement.

According to the person in charge of the Customs Department of Beijing Customs, to become an approved exporter, you need to meet three requirements: one is to be a high-level customs certification enterprise; the second is to master the rules of origin under relevant preferential trade agreements; and the third is to establish a complete qualification Document management system.

Beijing Customs docks with advanced AEO certified companies in need in advance, opens up a special RCEP service channel for favored companies, and quickly handles the registration procedures for approved exporters for qualified companies.

"The approved exporter system is one of the highlights of the implementation of RCEP, and it is also an important measure of origin certification facilitation." The person in charge said that an enterprise that becomes an approved exporter does not need to order its goods for export. To apply for a certificate of origin from the customs, the enterprise can independently issue a declaration of origin at any time for export goods to enjoy foreign benefits. The effect is equivalent to the certificate of origin issued by the customs, and the efficiency of customs clearance of the enterprise will be greatly improved.

Make good use of RCEP implementation opportunities

The RCEP agreement is also favored by import companies.

The reporter learned from the General Administration of Customs that after the RCEP agreement took effect, my country's first imported goods came from Shenzhen Huanggang Port.

In the early morning of January 1, 5.6 tons of reflective film originally produced in Japan were inspected and released by Shenzhen Customs.

According to Chen Guogang, Director of Customs Affairs of Shenzhen Jiuli Supply Chain Co., Ltd., these reflective films will be sent directly to the workshop to enter the production link after customs clearance. Part of the terminal products processed by them will be exported to RCEP members. Under the RCEP origin accumulation rules, you will also enjoy tariff preferences. The tax reduction of related raw materials and accessories will release more capital dividends and provide new opportunities for the industry to strengthen research and development, development and upgrading."

"Nanjing Customs experts have repeatedly guided us on how to make full use of RCEP's advantages at both ends of production and sales, establish a more sophisticated supply chain and industrial chain division system in the Asia-Pacific region, and promote the in-depth integration and development of regional supply chains and value chains. The group's strategy of "going out" coincides with each other," said Yu Hongyu, vice president of XCMG Construction Machinery Group Import & Export Co., Ltd.

The RCEP tariff preferential arrangement not only significantly reduces the production costs of enterprises in the region, but also brings consumers more high-quality products at a lower price.

According to Yu Benlin, Director of the Department of International Economic and Trade Relations of the Ministry of Commerce, members have made high-level commitments on customs procedures, inspection and quarantine, and technical standards, which will help improve the efficiency of logistics clearance and promote export growth.

Yu Benlin said that the openness of goods, services, and investment commitments are superimposed, the facilitation of trade and investment is guaranteed by the system, the industrial chain and supply chain are more integrated, and regional investment will be more active.
