  In 2017, with the approval of the State Council, the State-owned Assets Supervision and Administration Commission of the State Council and other six departments issued the “Guiding Opinions on Deepening Reform of Educational and Medical Institutions Run by State-owned Enterprises”, which clarified 4 ways for the deepening reform of medical institutions run by state-owned enterprises, namely, encouraging transfer to local management and proactive Carry out resource integration, promote reorganization and restructuring in a standardized manner, and implement closure and cancellation in an orderly manner.

  Through hard work, important progress and obvious results have been achieved in various tasks including the reform and development of medical institutions run by state-owned enterprises.

As of the end of November 2021, the completion rate of the deepening reform of 1,154 medical institutions run by central enterprises reached 99.6%, of which 228 medical institutions were transferred to the local public medical and health system, which promoted the equalization of basic public services; 359 medical institutions passed The internal integration of central enterprises and other methods have achieved professional operation and centralized management; 202 medical institutions have promoted reforms through reorganization, restructuring, trusteeship, and transfer to local professional platforms; 360 medical institutions run by enterprises with operational difficulties and lack of competitive advantages, The closure and cancellation were carried out in an orderly manner, and the hospital staff were properly placed.

  "Deepening the reform of medical institutions run by state-owned enterprises will not only help state-owned enterprises unload their burdens and go into battle, participate in market competition fairly, and become stronger, better, and larger state-owned enterprises; it will also help to further promote the supply-side structure of the health sector. Reform, expand the supply of high-quality medical and health services, and improve service efficiency and quality.” said Tang Zujun, deputy director of the Reform Bureau of the State-owned Assets Supervision and Administration Commission of the State Council.

  It is understood that through this round of reforms, the state-owned central enterprise system has cultivated a group of large-scale medical and health industry groups that are reliable, dependable, and can be drawn, rushed, and won at critical moments, and are deepening the supply-side structure of health services. It played a vital role in the reform and implementation of the Healthy China Strategy.

  The level of medical services has been further improved.

State-owned enterprise hospitals that have implemented reorganization and integration have changed from the non-main business assets of the original host company to the main business assets of the main business enterprise. The optimal allocation of medical resources has been realized, the ability of personnel organization and deployment and the guarantee of medical resources have been significantly enhanced, and the quality of medical care has been steadily improved.

Especially in the fight against the new crown pneumonia epidemic, 157 medical institutions run by state-owned enterprises have been included in designated fever clinics and hospitals for admission of suspected cases, and have withstood the test and demonstrated their responsibilities at critical moments.

  The overall scale and strength have been further strengthened.

In this round of reforms, central enterprises with medical and health as their main business actively participated in restructuring and mergers and acquisitions, intensified professional integration, and focused on building a large health ecosystem.

General Technology Group regards healthcare as its main business for key development, increases capital investment, accelerates its main business layout, and becomes a centrally-owned medical group with the largest number of beds, the most complete network coverage and obvious characteristics of the entire industry chain in China.

China Resources Group has built a professional operation and management system to achieve value-added empowerment. It has 182 medical institutions, with a total of 27,000 beds, and 13.33 million doctors and treatments annually.

Sinopharm has formulated the "big health" and "big medical" strategies to build a whole industry chain platform integrating R&D, manufacturing, logistics distribution, retail chain, medical and health, etc.

Through this reorganization and integration, the scale and strength of the above three state-owned enterprises-run medical institutions have been significantly enhanced, laying a solid foundation for building a world-class medical and health group.

  The medical security for employees and special fields has been further improved.

During the reform process, 21 medical institutions that undertake special functions such as the prevention and treatment of occupational diseases and guarantee special needs such as nuclear emergency are retained in accordance with the policy and undertake professional services in special fields.

For medical institutions transferred out, through cooperation agreements or purchase services, the original medical service guarantee level has not been reduced.

  Tang Zujun said that in the next step, the State-owned Assets Supervision and Administration Commission of the State Council will conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, coordinate existing resources, grasp the "three accelerations", and continuously improve professional strength and core competitiveness.

The first is to speed up the completion of the finalization tasks of hospital reform, and guide the central enterprises to carry out "look back" special inspections and evaluations to ensure that the reforms can withstand the test.

The second is to accelerate the integration of resources, give full play to the advantages of key enterprises in the entire industry chain, innovate business models, strengthen management, and continuously improve the level of medical services.

The third is to accelerate the introduction of a work plan to support the high-quality development of state-owned enterprise-run medical institutions, further promote the sustainable development of state-owned enterprise medical and health groups, continue to grow stronger and better, and contribute to the construction of a healthy China.
