  From January 1, 2022, the "Regional Comprehensive Economic Partnership Agreement" (RCEP) will take effect for 10 countries including China, Japan, New Zealand, Australia, and Brunei, Cambodia, Laos, Singapore, Thailand and Vietnam.

More than 90% of goods trade in the region will eventually achieve zero tariffs, bringing new market opportunities to member states.

According to statistics from Changsha Customs, from January to November this year, Hunan Province’s total import and export trade with RCEP member states was 1,049.24 billion yuan, a year-on-year increase of 26.3%.

  Zhuzhou Cemented Carbide Import and Export Co., Ltd. is a high-level customs certification enterprise, mainly exporting cemented carbide materials, and the products are sold to Southeast Asia, Japan, Korea and other places.

"Exported products previously faced import tariffs of 3%-3.9%. After RCEP takes effect, it will gradually be reduced to zero tariffs. Our overseas market is expected to further expand." said Li Yuhong, the company's customs manager.

  In terms of imports, starting from that day, Hunan enterprises importing diesel engines from Japan will be reduced to zero tariffs year by year from the benchmark rate of 8.4%; Hunan’s top vegetable products exported to Japan will also be reduced to zero tariffs year by year.

According to Zhan Linchang, Director of the Purchasing Department and New Model Promotion Department of GAC Mitsubishi Motors Co., Ltd., the company mainly imports auto parts from Japan through general trade to the Changsha plant for vehicle production. The implementation of RCEP will greatly reduce procurement costs and the average tariff rate will drop. About 1%, 142 kinds of imported parts and components will directly have zero tariffs, which is estimated to save more than 2.7 million yuan in taxes.

  According to analysis by Changsha Customs, Hunan, as a strong province in machinery and equipment manufacturing, is highly complementary to the industries of RCEP member countries.

After the implementation of RCEP, the scale of trade between Hunan and RCEP member states will be significantly expanded. The regional cumulative rules of origin, the autonomous declaration system of the approved exporters’ origin declaration system, and investment liberalization and facilitation arrangements will promote Hunan’s construction machinery, automobile manufacturing, and electronic information. The deep integration of advantageous industries in the region has reduced the procurement costs of resource products for industries such as chemical, non-ferrous metals, and food processing.
