Obtaining the RCEP approved exporter qualification is the recognition and endorsement of the company's credit, which is conducive to the company's wider recognition in the "RCEP circle of friends", further expanding overseas markets, and optimizing the industrial layout.
Wang Yanhui, head of the Tariff Department of Nanning Customs, stated that after an enterprise obtains the qualification of an approved exporter, it can issue a declaration of origin for the goods that are exported or produced and have the qualification of origin under the relevant preferential trade agreement, and declare the import in the relevant contracting parties. When applying for preferential tariff treatment, there is no need to apply for the certificate of origin at the relevant visa agency, and the production and export of goods can be arranged in a more flexible manner, which is of great significance to improving the international competitiveness of the enterprise.
According to Nanning Customs, previously, if a company did not obtain a certificate of origin when exporting goods, the company could only release the goods by paying a deposit at the import customs. After obtaining the certificate of origin, the company could release the guarantee.
In this case, the company has funds to seize, and there is also the time cost of going through the procedures.
Approved exporters can provide their own declaration of origin, and the goods can be directly passed through customs in the importing country, thereby reducing capital pressure, reducing customs clearance costs, and improving customs clearance efficiency.
After Nanning Customs carried out a series of RCEP lectures and guidance in the early stage, Guangxi enterprises actively benchmarked the RCEP approved exporter qualification standards, actively applied to become customs AEO enterprises, and under the guidance of the customs, further applied and recognized as approved exporters business.
The approved exporter applying for processing should be a "customs advanced certification enterprise", and at the same time master the rules of origin under the relevant preferential trade agreements and establish a complete management system of origin qualification documents.
Nanning Customs stated that the approved exporter system is an important clause introduced by RCEP.
