The problem of arable land must be accounted for

If the economic account is singled out, the income of non-agricultural use of cultivated land is indeed higher than that of agricultural use, and residential, industrial, and commercial land are more "preferred" than agricultural land.

If the local government converts arable land to construction land, it will have both early land income and continuous taxation, and it can also meet the needs of economic development.

However, more than 1.4 billion Chinese are inseparable from food. Cultivated land is related to national food security and sustainable development of the nation.

Therefore, on the issue of arable land, one cannot only calculate economic accounts and not political accounts; not only partial accounts but not overall accounts; and not only immediate accounts but not long-term accounts.

It is necessary to have a correct and comprehensive understanding of the current situation of my country's arable land.

my country has more people and less water. The per capita arable land is 1.4 mu, which is less than 40% of the world average.

In addition, only 15% of the arable land is three-cropped a year, and nearly half of the arable land is only one crop a year; the quality of the arable land is not high, and the area of medium and low-yield fields is large. Nearly half of the arable land is distributed in mountainous and hilly areas.

In recent years, the layout of arable land has continued to move northward, the proportion of arable land in the south, which has a better combination of solar and hot water, has declined, and the trend of grain transportation from the north to the south is obvious.

In addition, the reserve arable land resources are limited, and it is difficult to supplement arable land in the short term.

It is worth noting that the latest national land "three adjustments" data show that the country’s 1.918 billion mu of arable land has approached the 1.8 billion mu arable land red line; in 10 years, 113 million mu of arable land has been reduced. Compared with the “second adjustment”, the average annual reduction is expand.

In recent years, precious cultivated land has become "Tang monk meat" in the eyes of some people. Some places illegally occupy cultivated land for tree planting, dig lakes and landscapes, occupy permanent basic farmland for forestry and fruit industry and dig ponds for fish farming, and some industrial and commercial capital has been transferred on a large scale. The change of arable land has severely impacted the red line of arable land protection.

From this point of view, the top priority is to resolutely curb the "non-agriculturalization" of arable land and prevent "non-grainization".

Farmland is farmland and cannot be used for other purposes.

1.8 billion mu of arable land must be well deserved, and it should be clear that arable land is mainly used for the production of grain and cotton, oil, sugar, vegetables, etc., and permanent basic farmland is mainly used for grain production.

Non-agricultural construction must not "build before approval", and those who illegally occupy it must "return to Zhao."

No unit or individual may occupy or change the use of the designated permanent basic farmland without authorization. If it is really difficult to avoid the site selection of a major construction project, it shall implement the supplementary planning task upon approval according to law.

The farmland must be fertile, not shoddy.

To do a good job of arable land protection, we must maintain the "double red line" of quantity and quality.

It is more necessary and realistic to improve the quality of cultivated land.

The construction of high-standard farmland is a powerful tool to improve the quality of cultivated land.

In the implementation, attention should be paid to improving the construction level and perfecting the post-construction management and protection mechanism.

"But save an inch and stay with the children and grandchildren for farming."

Cultivated land is by no means the coveted "Tang monk meat", but the "giant panda" of the people of the whole country. It is necessary to add "amulets" to the protection of cultivated land and put a "tightening curse" on illegal occupation.
