If the actual contracted service target of rural post is less than 80 people, each household will be given a subsidy of 14,000 yuan per month; if there are more than 80 people, it will be given a monthly subsidy of 180 yuan per person according to the actual number of contracted basic elderly service targets.

  Today, the reporter learned from the Beijing Municipal Civil Affairs Bureau that the Bureau, in conjunction with the Beijing Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Health Commission, the Municipal Market Supervision Bureau, and the Beijing Municipal Medical Insurance Bureau, revised the "Beijing Community Elderly Service Station Operation Support Measures" (Hereinafter referred to as the "Support Measures") was officially issued and will be formally implemented on January 1, 2022.

  Subsidy methods have changed greatly, and subsidies have continued to increase

  The "Support Measures" optimizes the way of subsidies for the operation of the post, and the pension post will receive the "basic subsidy."

Taking into account the number of basic elderly care service objects, the provision of basic elderly service items and operating costs, the basic subsidy of the station is given.

In accordance with the actual number of basic old-age care service recipients contracted to serve, the urban post will provide a subsidy of 180 yuan per person per month.

If the actual contracted service target of rural post is less than 80 people, each household will be given a subsidy of 14,000 yuan per month; if there are more than 80 people, it will be given a monthly subsidy of 180 yuan per person according to the actual number of contracted basic elderly service targets.

  Stations above two-star level will also receive additional "star-level subsidies". Each two-star station will add an additional 2,000 yuan per month; each three-star and above station will add an additional 3,000 yuan per month.

  The elderly care station can also enjoy nursing subsidies for providing care services for the elderly.

For every new post station in chain operation, a chain operation subsidy will be given. The subsidy will be distributed in three years. After one year, two years, and three years of operation, the subsidy will be distributed at 10,000 yuan, 10,000 yuan, and 30,000 yuan respectively.

  The relevant person in charge of the Beijing Civil Affairs Bureau stated that the revision of the "Support Measures" is based on scientific calculations to increase the intensity of support for the operation of the station.

As long as the post serves the basic old-age service objects in the responsible area well and does a good job of "sending charcoal in the snow", they can "live".

On this basis, if we can combine the diversified needs of the elderly and develop market-oriented services to achieve "icing on the cake", the post can continue to develop in a healthy manner.

  Strengthen the public welfare attributes of the post and provide basic elderly care services

  More than 1,000 community elderly service stations have been built in Beijing.

In order to adapt to the new situation and new tasks of the elderly care work in the new era, the "Support Measures" further strengthened the public welfare attributes of the post-the elderly post must focus on providing basic elderly care services for the basic elderly service objects.

On the basis of completing basic elderly care services, market-oriented elderly care services can be provided.

  The basic elderly care services undertaken by the post include four items: inspection visits, personal cleaning, elderly care consultants, and call services.

  The person in charge stated that for the above services, each district will provide corresponding financial subsidies based on the actual service conditions of the station.

Regarding the supervision of the service content, each district will formulate detailed rules to make it clear. For example, Beijing’s customs, the elderly are not used to or unwilling to have haircuts during the first month of the year, so it is necessary to provide subsidies to the post based on the actual service content.

  For the first time, the list of station services has been clarified at the municipal level

  The services provided by the post organization are divided into three parts. The four basic elderly care services are government-purchased services, and the elderly do not pay; the inclusive elderly care services are paid by the elderly, and the operators low-paid services mainly include the provision of basic elderly care services. Meal assistance, bath assistance, cleaning assistance, and medical assistance services; the list of market services is for the elderly over 60 years old and paid by the elderly, as long as the post does not violate the clearly stipulated in the "Beijing Community Elderly Service Post Management Measures (Trial)" According to the requirements of the market supervision department, the "ten prohibited" service behaviors can be clearly marked to provide services for the elderly.

  The person in charge said that it is important to emphasize that the main business of community elderly care service stations is elderly care services, and the main target is basic elderly care service objects.

  The person in charge pointed out that the elderly care consultants and call services in the list of basic elderly care services are purchased by the government to face all basic elderly care service targets in the city.

Among them, inspection visits and personal cleaning are services purchased by the government to deal with the elderly from poor families in urban and rural areas; low-income families with disabilities, dementia, and elderly; elderly from families with special difficulties in family planning; severely disabled elderly from other families People, demented elderly, severely disabled elderly.

The elderly with mild and moderate disability in other families enjoy these two services not through government purchases of services.

  The person in charge emphasized that the newly revised "Support Measures" stipulates that the post should sign a service agreement with the basic elderly care service object, clarifying "who can enjoy the service", "what service can be enjoyed", "who provides the service" and "what kind of service".
