Recently, eight departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the State Administration for Market Regulation, and the State-owned Assets Supervision and Administration Commission of the State Council jointly issued the "" The 14th Five-Year Plan for Intelligent Manufacturing Development (hereinafter referred to as the "Plan").

The "Plan" proposes a "two-step" goal: by 2025, most of the manufacturing enterprises above designated size will achieve digital networking, and key industries in key industries will initially apply intelligence; by 2035, manufacturing enterprises above designated size will fully popularize digital networking , Key industries in key industries have basically realized intelligence.

Among them, the specific goals by 2025 are as follows: First, the transformation and upgrading have achieved remarkable results. 70% of the manufacturing enterprises above designated size have basically achieved digital networking and built more than 500 smart manufacturing demonstration factories that lead the development of the industry.

Second, the supply capacity has been significantly enhanced. The market satisfaction rates of intelligent manufacturing equipment and industrial software have exceeded 70% and 50% respectively, and more than 150 system solution providers with high professional standards and strong service capabilities have been cultivated.

The third is more solid foundation support. More than 200 national and industry standards have been formulated and revised, and more than 120 industrial Internet platforms with industry and regional influence have been built.

Wang Weiming, Director of the First Department of Equipment Industry of the Ministry of Industry and Information Technology, stated at a press conference held by the Ministry of Industry and Information Technology on December 28 that the current global new round of technological revolution and industrial transformation is advancing by leaps and bounds, and it has formed a historic intersection with my country’s accelerated transformation of economic development mode. .

On the one hand, new generations of information technology, biotechnology, new materials, new energy, etc. continue to make breakthroughs, and accelerate their integration with advanced manufacturing technologies, providing important historical opportunities for the high-end, intelligent, and green development of the manufacturing industry; on the other hand, , my country is in a critical period of transforming development mode, optimizing economic structure, and transforming growth momentum. The development of manufacturing industry is faced with outstanding problems such as insufficient adaptability of supply and market demand, challenges to the stability of the industrial chain and supply chain, and tightening of resource and environmental constraints.

Pan Helin, executive dean and professor of the Institute of Digital Economy of Zhongnan University of Economics and Law, said in an interview with a reporter from the Securities Daily that the "Plan" continues the policy's strong support for the digital intelligence of the manufacturing industry.

It is helpful to strengthen the intelligent level of my country's manufacturing industry and realize the high-quality development of the industry.

Promote the integration of manufacturing and digital intelligence technology through pilot demonstrations, cultivating system solution providers, and strengthening standard system specifications.

At the same time, the "Plan" adapts to global technological development trends.

The new round of scientific and technological revolution and industrial revolution are gradually deepening. The integration of information technology, digital technology, artificial intelligence and other scientific and technological achievements with the manufacturing industry is accelerating. The high-end, intelligent, and digital development trend of the manufacturing industry provides opportunities for industry transformation and upgrading.

"The "Plan" puts forward the goal of "two-step", which is based on the development practice of my country's manufacturing industry and a practical deployment." Pan Helin further stated that under the general trend of digital intelligence in the global manufacturing industry, the "Plan" maintains the policy. Continuity, guiding enterprises to be market-oriented, and through demonstration effects, will drive the transformation and upgrading of my country's manufacturing industry to a higher level of development.

In addition, the "Plan" has deployed "four major tasks" and "six actions."

The "four major tasks" refer to: speed up system innovation, strengthen new kinetic energy for integrated development; deepen promotion and application, explore new paths for transformation and upgrading; strengthen independent supply and expand new advantages of the industrial system; consolidate basic support and build new guarantees for intelligent manufacturing.

The "six actions" include: smart manufacturing technology research action, smart manufacturing demonstration factory construction action, industry intelligent transformation and upgrading action, smart manufacturing equipment innovation and development action, industrial software breakthrough and improvement action, and smart manufacturing standard pilot action.

Zheng Lei, chief economist of Baoxin Finance, told the "Securities Daily" reporter that the first step of the "two-step" goal is relatively easy to achieve. At present, enterprises above designated size can basically achieve networking, and the degree of digitalization and intelligence needs to be improved. In the future, intelligent management can be strengthened in the planning, production, warehousing, and transportation links.

The second step is more demanding and requires more investment in intelligent transformation and manufacturing equipment upgrades.

In the process of intelligent upgrading of the manufacturing industry, it is necessary to consider employment issues brought about by employee training and job adjustments.
