Parliament ends its budget marathon this Wednesday with a final vote of the deputies on the last budget bill of the five-year Macron.

Encouraging growth forecasts

According to its forecasts, the deficit will be reduced to 5% of GDP, but the country's debt will hit record levels at 113.5% of GDP next year.

In the home stretch towards the presidential election, the executive can however rely on a growth forecast of 6.25% for 2021 and 4% for 2022.

Right and left have however little tasted the debates, on the form as on the substance.

They denounce "a campaign budget" and a method which consisted in strengthening the text with billions of euros voted by amendments.

The Right castigates the “insincerity” of this budget

United behind Valérie Pécresse, the right criticizes the drift in public accounts.

According to calculations by LR chairman of the Finance Committee Eric Woerth, the addition of some 130 amendments at first reading inflated spending by 12 billion euros compared to the initial finance bill.

At second reading at the Palais-Bourbon, another 500 million new spending was voted.

In the meantime, the right-wing Senate had refused to examine the “revenue” part of the budget, automatically leading to the rejection of the entire text.

On re-reading Tuesday, the senators voted on a motion immediately resulting in its rejection.

LR deputies for their part announced a referral to the Constitutional Council on the grounds of "insincerity" of this budget.

New rules

On the other hand, while Paris intends to convince the EU and in particular the new coalition in power in Berlin to relax the rules of the European stability pact and the sacrosanct rule of 3% of GDP for the deficit, the examination of the 2022 budget by Parliament is the latest of its kind.

From next year, the budget discussion will be revamped thanks to the entry into force of a reform led by Eric Woerth and Laurent Saint-Martin.

The budget year will be more aligned with the European calendar.

The parliamentary debate will give more room to questions of debt and investments.

It remains to be seen who at the Elysée Palace and at Bercy will steer the country's next economic policy.
