The main exporting countries are Belarus, Russia, Ukraine, Poland and Kazakhstan.
According to statistics, since the beginning of this year, the main export goods shipped from China-Europe Express are daily necessities, furniture, automobiles and auto parts, lamps; the main importing countries are Belarus and Russia, and the main imported goods include milk powder, wood, and candy.
The person in charge of the Changsha Customs Supervision Office stated that in recent years, the Hunan-China Railway Express has gradually achieved high-quality and sustainable development. The number of railway express services has increased rapidly. It has become an important channel for Hunan to stably connect the Eurasian continent and integrate into the domestic and international dual cycles. It has played an important role in promoting trade between Hunan and countries along the “Belt and Road”.
This year, Changsha Customs is the first to promote the "pre-export arrival electronic data numbering" method, to handle the transit procedures on the fly, and actively promote the "advance declaration" of exported goods to ensure the rapid customs clearance of the trains.
The overall customs clearance time for Hunan-China Railway Express exports has been reduced from 313 minutes in January this year to the current 16 minutes.
Recently, Changsha Customs has also launched a pilot project for the "Rapid Customs Clearance for Railway Entry and Exit" and the "Export Arrival and Direct Loading" model, and the first batch of 4 tests have been successfully completed.
Under the “Rapid Customs Clearance for Railway Entry and Exit” mode, import and export companies submit applications for rapid customs clearance services to the customs. Railway operating companies transmit electronic railway manifest data in advance. The company’s main business operations are handled at the nearest local customs, and there is no need for additional declarations and transfers. Customs procedures: Under the "export-in-direct-loading" mode, the advance declaration of the customs declaration form is completed before the export container arrives at the railway port. The export enterprise goods do not need to be stored in the storage yard, and can be loaded directly after being transported to the railway port. For export, in case of inspection requirements, the customs will also take measures such as immediate inspection and priority inspection to complete the supervision and customs clearance procedures in a one-stop manner.
The test results show that under the above two modes, import and export goods reduce 2 times of container hoisting, 2 times of customs transit procedures and yard storage links, the efficiency of customs clearance is significantly improved, and the cost of customs clearance is significantly reduced.
According to Changsha Customs, companies can choose the traditional customs clearance mode or the two new customs clearance modes mentioned above according to their own needs.
