In 2035, decisive progress will be made in the comprehensive revitalization of rural areas, and the modernization of agriculture and rural areas will be basically achieved.
On the 8th, Deng Xiaogang, Vice Minister of the Ministry of Agriculture and Rural Affairs of China, introduced the relevant content of the "Plan".
At the State Council’s regular policy briefing held on the same day, Deng Xiaogang stated that the “Plan” puts forward the thinking goals and key tasks of China’s agricultural and rural modernization in the next five years, emphasizing that rural construction should be placed in an important position of socialist modernization. Realize the consolidation and expansion of the results of poverty alleviation and the effective connection of rural revitalization, comprehensively promote the revitalization of rural industry, talents, culture, ecology, and organization, accelerate the formation of a new type of industrial-agricultural-urban-rural relationship that promotes mutual promotion of workers and farmers, complements urban and rural areas, coordinated development, and common prosperity, and promotes high-quality agriculture High-efficiency, livable and industrial-friendly villages, and affluent farmers.
It is the first plan to design and promote agricultural modernization and rural modernization together.
The "Plan" puts forward the goal that by 2025, the agricultural foundation will be more stable, the rural revitalization strategy will be comprehensively promoted, and important progress will be made in the modernization of agriculture and rural areas.

Deng Xiaogang introduced that the "Plan" clarified that the "14th Five-Year Plan" (2021-2025) must focus on seven key tasks in promoting agricultural and rural modernization, namely "three upgrades, three constructions, and one connection."
The "three enhancements" are to enhance the level of guarantees for the supply of important agricultural products such as grain, enhance the quality, efficiency and competitiveness of agriculture, and enhance the modernization of the industrial chain and supply chain.
The "three constructions" are to build a livable and workable village, build a green and beautiful village, and build a civilized and harmonious village.
"One connection" is to consolidate and expand the achievements of poverty alleviation, effectively connect and comprehensively promote rural revitalization, so that poverty-stricken areas can speed up to catch up with the pace of national modernization.
"The blueprint for the promotion of agricultural and rural modernization during the '14th Five-Year Plan' has been drawn. The Ministry of Agriculture and Rural Affairs will work with relevant departments to establish a coordination and promotion mechanism for planning implementation, clarify the division of tasks, strengthen planning linkages, and ensure that the goals and tasks of the planning are completed on time and with quality."
