The Russian government will allocate an additional 14 billion rubles to support low-income single parents with children from eight to 17 years old.

This was announced on Wednesday, December 8, by Prime Minister Mikhail Mishustin.

According to him, 36 billion rubles had already been allocated for these purposes earlier.

"Now such payments are assigned to families in which a total of more than 1.3 million children are growing ... For single mothers and fathers, this is an important help in raising children," Mishustin emphasized during a cabinet meeting.

Let us remind you that the allowance is paid for each child from eight to 17 years old, if he is raised by one parent.

The assignment of payments started on July 1, 2021.

The average amount of such support is about 5.6 thousand rubles per month.

Money can be received if the family's average per capita income does not exceed the subsistence level.

This is stated in the materials of the Ministry of Labor and Social Protection.

As noted in the department, the payment of benefits to single parents and other measures to support families with children have partly contributed to a noticeable decrease in the level of poverty in Russia.

According to the latest estimates of Rosstat, in the third quarter of 2021, the share of low-income Russians in the total population of the country dropped to 11% (16 million people), although in the first quarter it reached 14.2% (20.8 million people).

“The decline in the share of citizens with incomes below the poverty line is due to the restoration of the labor market to pre-pandemic levels, lump-sum payments for school-age children and for pensioners, which were carried out at the initiative of the president, as well as the introduction of new support measures for low-income families with children,” says in the message of the Ministry of Labor.

During the pandemic, single-parent families have become one of the most vulnerable groups of citizens.

However, targeted support from the state made it possible to significantly ease the burden on the budgets of such families, said Valery Mironov, Deputy Director of the Center for Development Institute at the Higher School of Economics.

“In addition, material support for citizens in need is beneficial for accelerating economic growth.

Such people have a higher propensity to consume.

That is, they direct the bulk of the income received during the month to consumption, and not to the bank.

This, in turn, makes it possible to reduce the lack of domestic demand - one of the key constraints for economic growth, ”added the interlocutor of RT.

The government also decided to allocate more than 12 billion rubles to increase the wages of public sector employees.

Mikhail Mishustin asked the head of the Ministry of Labor Anton Kotyakov to take the execution of this decision under his personal control.

“Together with the Ministry of Finance, strictly monitor that in each region the funds reach all the people to whom they are entitled.

Their salaries must fully comply with the parameters established by the presidential decree, ”the prime minister ordered.

Financial discipline

During a government meeting, Mikhail Mishustin also spoke about the execution of the federal budget in 2021.

According to him, from January to September, state treasury revenues increased by more than a third compared to the same period in 2020 and approached 18 trillion rubles.

The volume of expenditures amounted to about 16.3 trillion rubles, as a result of which the budget surplus exceeded 1.6 trillion rubles.

“Thanks to the measures to support our citizens and businesses, which were implemented by the government on behalf of the President, the Russian economy has returned to strong growth.

Financial discipline has also been strengthened.

This had a positive effect on the results in general, ”Mishustin said.

As the head of the Cabinet of Ministers stressed, the authorities ensure the balance of the budget and fulfill all social obligations to citizens.

In particular, by increasing budgetary revenues, the President's instructions were implemented to support Russians with children, as well as small and medium-sized businesses, the Prime Minister added.

Note that a significant amount of budgetary funds in 2021 was directed to the implementation of national projects.

According to the latest estimates of the Ministry of Finance, from January to November, treasury expenditures for these purposes exceeded 1.9 trillion rubles (80.3% of the plan).

The budget surplus was achieved this year not only due to economic recovery, but also as a result of a sharp rise in oil and gas prices.

“In general, the budget surplus speaks about the stability of state finances.

That is, the ruble globally feels more confident in such a situation and is protected from any situational external circumstances and risks.

I think that in the current conditions the authorities will continue to spend funds to support the Russians, ”Razuvaev added.

According to the plans of the Russian authorities, state treasury revenues will continue to slightly exceed expenditures over the next two years.

This is stated in the law on the federal budget for 2022-2024, signed by the president.

At the same time, as part of the execution of the document, it is planned to increase spending on health care, education and social policy.
