On the other hand, the measure only concerns the 28 agglomerations located in tense areas and for which lessors must already comply with the INSEE rent benchmark.

Paris, Nantes, Montpellier, Strasbourg, Marseille-Aix-en-Provence, Lyon, Toulouse, Nice, Bordeaux and Lille are thus targeted.

Renovating the housing stock is also an economic necessity for the 3.5 million households who spend more than 8% of their income on energy bills for their homes. According to the National Energy Poverty Observatory, 11.9% of French people were in this situation in 2019. To help individuals finance effective insulation work and replacement of the heating system, the State is therefore offering aid .

At the top of the list, all owners can first of all claim MaPrimeRenov, a flat-rate premium which completely replaced the tax credit for the energy transition on January 1, 2021. If the overall amount is here limited to 20,000 euros over five years, the coverage varies according to the type of site and the level of resources. This subsidy can be combined with energy saving certificates (EEC), the latter in the form of a check in euros or purchase vouchers distributed by gas, electricity and fuel suppliers and certain specialized sites. .

These two systems can be associated with the “Living Better Serenity” program set up by the National Housing Agency for the benefit of the most modest homeowners.

Note, moreover, that a reduced VAT rate generally applies to all work to improve energy performance.

Finally, advantageous imprints allow payments to be spread, like the zero-rate eco-loan (up to 30,000 euros without interest) or the loan from Action Logement (up to 10,000 euros at 1%). ).

New measures

The State intends to gradually toughen the legislation on energy performance.

Beyond the new measures that could be decided, it is already planned to tighten the screws.

  • The opposable DPE: until now informative, the energy performance diagnosis became opposable on July 1, 2021, which makes it possible to obtain redress from a lessor or a seller in the event of a breach.

    The calculation method now also includes lighting and ventilation.

    Likewise, real estate advertisements must indicate the estimated annual theoretical energy expenditure for standard use.

  • Decent housing is changing: from 2023, housing will be qualified as energy decent when its energy consumption is less than 450 kWh / m2.

    Beyond that, it will therefore be prohibited to rent it out.

    The threshold will be lowered again in 2025, then in 2028, when all energy strainers will be excluded from the rental market.
