The "Plan" proposes to implement and strengthen key core technology research, improve the level of big data general technology, strengthen independent basic software and hardware support capabilities, and promote the development of independent open source frameworks, components and tools.
It is necessary to appropriately advance the layout of digital infrastructure, accelerate the construction of a national integrated big data center system, and promote the construction of a national industrial Internet big data center.
The "Plan" proposes to carry out data value evaluation, develop data asset evaluation, registration and settlement and other data element market operation systems, explore data transaction models, accelerate data aggregation, processing, flow, governance and value conversion, and promote the release of data element value.
The "Plan" also proposes to take the lead in implementing big data value enhancement actions in 4 industrial fields including raw materials and equipment manufacturing, and to carry out big data development and utilization actions in 12 industries including communications and finance, so as to continuously improve industry supply capabilities and industry enabling effects.
The "Fourteenth Five-Year" Software and Information Technology Service Industry Development Plan and the "Fourteenth Five-Year Plan for In-depth Integration of Informatization and Industrialization Development Plan" were also released at the meeting.
When introducing the "Fourteenth Five-Year Plan" Software and Information Technology Service Industry Development Plan, Xie Shaofeng said that the goal of the software and information technology service industry is to achieve new upgrades in the industrial base by 2025, breakthroughs in the supply of basic components, and a significant leading role in standards. Strengthen, formulate 125 national standards in key areas during the "14th Five-Year Plan" period; the industrial chain has reached a new level, and the number of industrial apps has exceeded 1 million; ecological cultivation has achieved new development, and a group of key enterprises with ecological leadership and important competitiveness will be cultivated. The "Fourteenth Five-Year" Development Plan for the In-depth Integration of Informatization and Industrialization puts forward the overall goal and five sub-projects for the integrated development of the two technologies (informatization and industrialization) in 2025.
In terms of the overall goal, the quantitative indicator "National Integration of Industrialization and Industrialization Development Index" is selected, and it is proposed that by 2025, the national integration of industrialization and industrialization development index will reach 105, an increase of about 20 from 2020.
In terms of sub-projects, quantitative targets are put forward around the key links of integrated development, including 80% penetration rate of business management digitalization, 85% penetration rate of digital R&D design tools, 68% key process numerical control rate, and the penetration of industrial Internet platforms.
