During the Five-Year Plan period, the sub-center will maintain an investment scale of more than 100 billion yuan each year, actively build a national green development demonstration zone, and accelerate the high-quality development of the integration of Tongzhou District and Langfang Beisan County.
Li Wenhong introduced that at present, the sub-central city framework has been opened in an orderly manner. The Beijing Municipal Party Committee and Municipal Government and other municipal agencies have officially moved in. The first batch of relocations involved 35 departments, 165 units, and approximately 12,000 people. The demonstration and driving effect is obvious.
The three major buildings of the sub-center theater, library and museum have all achieved the topping of the main structure, the comprehensive transportation hub has entered the main structure construction stage, and the global theme park has been grandly opened.
Actively guide high-quality element resources to gather in the city's sub-center, and Zhangjiawan Design Town has accumulatively registered 195 enterprises.

In terms of transportation integration, the Beijing-Qinhuangdao expressway and the capital area ring expressway have been completed and put into use, and the number of roads connecting Tongzhou District and Beisan County has reached 10.
The four cross-border roads including the factory access road have signed a connection agreement, and construction will start one after another before the end of this year.
The Beijing section and Hebei section of the Pinggu Line have started construction, and they will become important commuting passages between Beijing and Beisan County.
In terms of industrial linkage development, since 2019, the Beijing and Beisan County project promotion conferences have been held for three consecutive years, with a total of more than 120 signed projects and an intended investment of about 80 billion yuan.
In terms of public service cooperation and sharing, the Sanhe campus of Beijing Luhe Middle School and the Sanhe campus of Beijing Experimental School were officially inaugurated.
