  According to incomplete statistics from China-Singapore Jingwei, 14 provinces including Beijing, Tianjin, Hebei, Liaoning, Shandong, Shaanxi, Guangdong, Guangxi, Qinghai, Ningxia, Hainan, Gansu, Hunan, and Jiangxi have announced their pension calculation bases.

Among them, Beijing ranked first with 10,534 yuan, and Guangxi temporarily ranked last with 6,184 yuan.

  Specifically, take Beijing as an example. From January 1, 2021 to the issuance of the notice, those who reach the legal retirement age and go through the procedures for receiving basic pensions on a monthly basis should use 10534 yuan/month as the calculation base and recalculate and supplement. Pay the difference in pension.

In order to ensure the reasonable convergence of work-related injury insurance benefits for employees in Beijing in 2021, the average monthly salary of employees in the previous year in the overall planning area shall be used as the basis for calculating and issuance of work-related injury insurance benefits, and 10534 yuan/month shall be used as the basis for calculating and issuance.

  After the 2021 pension calculation base is announced, for some retirees in 2021, the pension will be re-approved according to the new base, and the balance will be supplemented.

  So, what is the base of pension calculation and payment?

  According to the official website of the Ministry of Human Resources and Social Security, in 2019, in order to reduce the burden on enterprises and further improve the social insurance system, the General Office of the State Council issued the "Comprehensive Plan for Reducing Social Insurance Rates", requiring all provinces to approve social insurance based on the average salary of employees in urban units in the province. The upper and lower limits of the personal payment base will reasonably reduce the social security payment base of some insured persons and enterprises.

At the same time, it is clearly required that after adjusting the calculation caliber of the average salary of employed persons, all provinces shall formulate transitional measures for the calculation and payment of basic pensions to ensure the smooth convergence of the level of retiree benefits.

Prior to the implementation of transitional measures, the provinces continue to calculate and issue pensions in accordance with current policies.

  At a press conference in the third quarter of 2021, the Ministry of Human Resources and Social Security revealed that 16 provinces have increased the basic pension insurance for urban and rural residents at the provincial level, more than last year.

This move benefits 72.09 million urban and rural elderly people in Shanghai, Beijing, Tibet, Zhejiang, Jiangsu, Guangxi, Inner Mongolia, Ningxia, Xinjiang (including Xinjiang Production and Construction Corps), Jiangxi, Gansu, Jilin, Shandong, Hubei, Anhui, Hainan and other places, the highest An increase of 100 yuan per month.

  Since November, some areas have increased the basic pensions for urban and rural residents.

Among them, the basic pension for the basic old-age insurance for urban and rural residents in Zhuhai, Guangdong has been increased from 460 yuan per person per month to 490 yuan.

  According to Lu Aihong, director of the Policy Research Department of the Ministry of Human Resources and Social Security and spokesperson, as of the end of September, the number of people participating in basic pension, unemployment, and work-related injury insurance was 1.021 billion, 226 million, and 279 million, respectively.

From January to September, the total fund revenue was 4.78 trillion yuan, the total expenditure was 4.57 trillion yuan, and the accumulated balance was 6.53 trillion yuan. The fund operation was generally stable.
