The "Plan" proposes that by 2025, efforts will be made to build the China (Hebei) Pilot Free Trade Zone (referred to as the "Hebei Pilot Free Trade Zone") into a Beijing-Tianjin-Hebei coordinated development demonstration zone.
The "Plan" clarifies the main goals and proposes that by 2025, the Hebei Pilot Free Trade Zone will achieve a higher level of investment and trade liberalization and facilitation, accelerate the accumulation of various advanced elements, significantly improve the level of industrial opening and development, and basically form a high-standard market system , Strive to build the Beijing-Tianjin-Hebei coordinated development demonstration zone, the opening-up leading zone, the system innovation pioneer zone and the emerging industry cluster zone.
The "Plan" clarifies the functional positioning, and proposes that the Hebei Pilot Free Trade Zone will accelerate the construction of an important international trade and logistics hub and a new industrialization base with free and convenient trade and investment, high-end high-tech industry clusters, open and innovative financial services, inclusive and prudent government governance, and highly coordinated regional development. , Global innovation highlands and pioneering areas for open development.

The Hebei Pilot Free Trade Zone was established in August 2019. Up to now, 89 reform pilot tasks have been implemented, with an effective implementation rate of 90.8%.
From January to October 2021, newly established enterprises, newly established foreign-funded enterprises and actual use of foreign capital in the Hebei Pilot Free Trade Zone increased by 63.7%, 61.4%, and 21.7% year-on-year respectively, achieving foreign trade imports and exports of RMB 49.53 billion, completing 93.2 of the annual task %.
