  The cumbersome steps, inconsistent standards, inefficient processes, and even different approval items precede each other. These are all reasons for the difficulty of approval.

These difficulties also mean that piecemeal adjustments are difficult to truly take effect.

  In May 2018, the General Office of the State Council issued the "Notice on Carrying out the Pilot Reform of the Construction Project Approval System", which was deployed in 15 pilot cities including Beijing and Shanghai and Zhejiang Province to carry out the pilot reform.

In March 2019, on the basis of summing up the pilots, this reform was fully implemented in China.

  Reform and optimization have recreated a unified national approval process and approval management system for construction projects. At the same time, a unified approval management system network and supervision method have also been established.

  The official division of the approval process for construction projects is divided into four stages: planning permission for project use, construction permission, construction permission, and completion acceptance. Parallel approval is implemented.

In addition, joint plan review and joint acceptance are implemented.

In this process, the approval items have been streamlined and standardized.

  The effect of the full-process and full-coverage reform is visible to the naked eye. The approval time has been greatly reduced. The reduction ratio of approval departments, items and links in many places has exceeded 60%. In some places, such as Guangzhou, the reduction rate of individual approval time has reached more than 90%.

In the World Bank’s business environment assessment, one indicator for building permits was processed. In the past, China’s entire process approval time was 248 days, but after the reform, it was 111 days, a decrease of 137 days.

According to estimates, it saves more than 300 billion yuan (RMB, the same below) in capital costs for market entities each year.

  Take the main venue of the 2020 World VR Conference-Nanchang VR Science and Technology City Exhibition Hall project (building scale of 65,000 square meters) as an example. The entire process from land use to acceptance takes only 34 working days, and construction starts at least 6-8 months in advance, saving the company 200 million yuan in financial costs.

  Some places have also achieved "no-face" approval.

  Zhoushan City, Zhejiang Province has implemented the entire process of digital drawing management.

Take the Zhoushan Sunac Jincheng Haiyin Apartment project as an example. The project has a construction area of ​​approximately 45,000 square meters and a total of 800 as-built drawings need to be compiled. Before the reform, at least 6 sets are required. A total of 4,800 as-built drawings need to be stamped and signed. It takes at least 1-2 months from compiling, stamping, signing to scanning.

  After the reform, the enterprise completed the as-built drawing preparation, review, stamping, and signing process in the as-built drawing electronic management system, and it only took 12 working days to form an electronic as-built drawing that can be declared for completion acceptance. Only the cost of scanning and printing the drawing is only one fee. This item saves 65,600 yuan for the company.

  During the epidemic, many regions used approval systems, video conferences, and other methods to achieve non-face-to-face approvals, effectively guaranteeing the implementation of projects.

  International ranking jumped

  Since the implementation of the reform, according to the introduction of the Ministry of Housing and Urban-Rural Development, China has basically established a unified national approval and management system for construction projects, realizing a unified approval process, a unified information data platform, a unified approval management system, and a unified supervision method, with an average approval time of 200 The number of working days was reduced to less than 120 working days.

  The reduction of approval procedures and shorter approval time also means the optimization of the business environment and the improvement of international competitiveness.

  According to reports, after the implementation of the reform of the construction project approval system, China's global ranking in the World Bank's business environment assessment for construction permit indicators has continued to rise, from 172nd in 2018 to 121st in the world in 2019, and increased in 2020 To the 33rd place in the world, it jumped 88 places from 2019 and 139 places from 2018.
