[Explanation] On November 30, Hainan Province’s Nandu River Maiwan Water Conservancy Project and Beimen River Tianjiaotan Water Conservancy Project were implemented simultaneously in Tunchang and Danzhou.
[Explanation] River closure refers to the construction of two cofferdams upstream and downstream of the dam axis, forcing river water to pass through the artificial river—diversion tunnel, and then draining the water in the cofferdam to carry out the dam and power plant on dry land Engineering measures for construction.
The implementation of river closure has created favorable space and time conditions for the construction of the main dam.

After the closure of the river, we drain the water, and after draining it, we will proceed to the next earth and rock excavation. After the earth and rock excavation is completed, we will proceed to the concrete construction of the dam.
[Explanation] As the 172 major water conservancy projects identified by the State Council, the Maiwan Water Conservancy Project with a total investment of RMB 7.364 billion and the Tianjiaotan Water Conservancy Project with a total investment of RMB 4.338 billion were started in April 2020 and are planned for 2024. It will be completed at the end of the year and at the end of 2023.
After the former is completed, it can ensure the safety of water supply in Haikou and Haikou Jiangdong New Area, and raise the flood control standard in Haikou City from once in 50 years to once in 100 years.
After the latter is completed, it will work with Qiong Northwest Water Supply Project, Maiwan Water Conservancy Project and Songtao East Irrigation District to comprehensively improve the water safety guarantee capacity of Hainan Danzhou, Baisha and other cities and counties.
[Explanation] Both the Maiwan Water Conservancy Project and the Tianjiaotan Water Conservancy Project are important infrastructure projects in the Hainan Free Trade Port's water network construction plan. The successful implementation of "large river closure" will fully open a new stage of the main project construction.
According to the project management party, throughout the construction process, the concept of ecological priority will be adhered to to ensure that the ecological environment within the construction area is not permanently damaged.
