Finance Minister Anton Siluanov, speaking at the Russia Calling VTB Forum, commented on Russia's budgetary policy.

Siluanov added that "a tight budget, a balanced budget and low rates are what is needed to develop the economy, to stimulate business not by distributing money from the budget, but by means of a cheap loan."
