  Companies can adopt market-based pricing mechanisms

  Yesterday, the Beijing High-level Autonomous Driving Demonstration Zone Work Office announced the above pilot plan at the Yizhuang Innovation Release Event, supporting the management policy "Beijing Intelligent Connected Vehicle Policy Pilot District Autonomous Driving Service Commercialization Pilot Management Implementation Rules (for Trial Implementation) "(Referred to as the detailed rules) was also introduced simultaneously.

This marks a new stage in the domestic autonomous driving field from testing and demonstration to commercial pilot exploration.

  Baidu and Xiaoma Zhixing became the first batch of enterprises approved to carry out commercial pilot services.

According to this management policy, under the premise of ensuring the principle of fair competition in the market, enterprises can adopt a market-based pricing mechanism; under the premise of clearing the principle of charging and payment methods to passengers, they can open experience charging services.

  According to the relevant person in charge of the Beijing Municipal Self-Driving Office, in April this year, relying on Beijing's high-level autonomous driving demonstration zone, the country's first intelligent networked vehicle policy pilot zone was established.

Since the establishment of the pilot zone, the country has taken the lead in issuing policies for unmanned delivery vehicles on the road, highway testing, and unmanned testing.

Up to now, the cumulative safety test mileage is close to 3 million kilometers.

  According to the relevant person in charge of the Beijing Economic and Technological Development Zone, the current autonomous driving companies have entered the second half of the journey, and the entire industry has moved from technology verification and product development to the stage of commercialization.

The opening of the pilot commercialization of autonomous driving has opened up a complete closed loop from R&D to commercialization for autonomous driving companies, and will encourage and guide the exploration and innovation of business models for autonomous driving travel services.

  The data collected during the pilot cannot be exported without approval

  The detailed rules regulate the commercial travel services of enterprises in terms of application review, pilot management, network data security, supervision and management of violations.

  Security and controllability is one of the basic principles of commercialization pilot activities. The detailed rules require applicants to fully comply with and implement relevant national laws and regulations, strengthen the security protection of personal information and network data, and clarify the passengers collected during the commercialization pilot. Personal information, APP log information, geographic information, automobile and system data, traffic flow data, and generated business data, etc., shall be stored and used in China, and shall not be exported without approval.

  In addition, the detailed rules deal with three aspects: before (application conditions, application materials, application approval process), during (supervision and management), and afterwards (violation, illegality, and accident handling). Detailed requirements have been made for the compliance of other objects.

  According to reports, the pilot zone will take safety and control as the first principle, and on the basis of complementing the traditional travel service system, gradually expand the scope of commercial pilot sections or regions in a timely manner, and coordinate and promote commercial large-scale operations in stages.

  How to define the responsibility for traffic accidents or illegal acts?

  Kong Lei, deputy director of the Administrative Committee of Beijing Economic and Technological Development Zone and director of the work office of Beijing’s high-level autonomous driving demonstration zone, said that for autonomous vehicles that have traffic accidents or traffic violations during the commercialization pilot activities, the detailed rules stipulate that the applicant and Drivers are jointly responsible for the responsibility, and cooperate with the public security traffic management department in dealing with traffic accidents and illegal acts in accordance with current road traffic safety laws and regulations; if the pilot vehicle causes a traffic accident to constitute a criminal offence, the driver and the applicant shall be responsible for the supervisor Persons shall bear corresponding criminal liabilities in accordance with currently effective laws and regulations.

  In terms of vehicle insurance protection, the commercialization pilot implementation rules require that each vehicle should purchase a traffic accident liability insurance of no less than 5 million yuan, and a seat insurance of no less than 2 million yuan per car per seat or no less than per person The necessary commercial insurance of 2 million yuan, if the insurance is not enough to pay the compensation that should be made after the accident liability is determined, the applicant should make up the difference by itself to form a sufficient and complete insurance protection system.

  What are the requirements for companies to ensure safe travel?

  Kong Lei said that there are two requirements for security issues in the service process.

The driver refers to the person responsible for the safe operation of the commercial pilot vehicle and taking emergency measures from the vehicle or remotely in the event of an emergency.

Drivers must not only complete the training on vehicle operation, professional ethics, commercial pilot service specifications, safe operation, emergency response, etc. of the applicant, but also meet the requirements of no major safe traffic accident records and physical health as specified in the detailed rules.

  For "vehicles", in addition to checking the vehicle performance and equipment (including software and hardware) conditions before leaving the vehicle every day, and filling in the routine requirements of the relevant forms, it is also necessary to refer to the relevant national regulations on the technology of operating passenger cars. The inspection standard implements the strict requirements of 1 year inspection system, and submits a vehicle safety technical inspection certificate to the Beijing Autonomous Driving Office once a year.

  Does it compete with existing traditional travel services?

  Kong Lei said that current traditional travel services have short-distance travel capacity constraints, and the introduction of commercial pilot travel services will be a useful supplement to existing travel services and form a complementary and differentiated market space with traditional travel service formats.

  In terms of vehicle penetration rate, the pilot area has been fully investigated and will put no more than 100 commercial pilot vehicles in the early stage based on the principle of prudence.

According to reports, compared with about 3,000 traditional travel service vehicles in the existing economic development zone, the proportion of commercial pilot vehicles is very low and will not have a significant impact on the existing travel service system.

  In the future, the pilot zone will also comprehensively consider the penetration rate of commercial pilot vehicles in the traditional travel service industry, and on the basis of fully considering the balance and complementarity with the traditional travel service system, gradually expand the commercial pilot road section or area in a timely manner. Promote commercialization and large-scale operations in phases.

  The commercialization pilot will also follow the principle of fair market competition, adopt a market-based adjustment pricing mechanism, refer to the traditional travel service pricing mechanism, and have a pricing strategy that is different from the existing traditional travel service vehicles, and explore new business formats The pricing mechanism will not affect the existing market.

  Baidu and Xiaoma Zhixing are the first companies to be allowed to carry out commercial pilot services. Yesterday, the reporter downloaded the two companies' autonomous driving experience apps from the mobile app store.

According to the system guidelines, the reporter completed the registration of passenger information, and submitted the real name and ID number as required.

  From the perspective of user experience, the "car-hailing" APPs of these two companies are similar to the traditional taxi-hailing software, and the position of getting on and off the car needs to be input.

However, because it is still in the pilot phase, the current experience is to specify the pick-up and drop-off locations.

  At 13:50 yesterday, the reporter selected Chaolin Square (Northeast Gate) as the pick-up point and Yizhuang Sports Center as the pick-up point on the Xiaoma Zhixing Autonomous Driving APP. The system showed that the trip was about 2.6 kilometers, and the ride cost was "one bite". "Price" is 29.6 yuan, and the price is zero yuan after the implementation of the preferential treatment.

  Perhaps it is because the pilot commercialization of autonomous driving travel services has just been implemented, and citizens are curious about this service. Although it is noon, the system shows that there are still 7 people waiting for the ride in front of the reporter.

And while the reporters were waiting, citizens continued to come to this spot to experience autonomous vehicles.

  About seven or eight minutes later, the vehicle arrived at the reporter's pick-up point.

According to the current driving requirements for autonomous driving pilot vehicles, a safety officer must be provided on the driver's seat of the vehicle.

During the driving process, the safety officer does not touch the steering wheel at all times, and the vehicle is started by the passengers through the control screen placed in the back row.

During the driving, the vehicle automatically completes brake waiting, avoiding pedestrians and straight-going vehicles, decelerating, etc. The average speed is about 60 kilometers per hour, and the driving is very stable.

  The safety officer of Xiao Ma Zhixing told reporters that according to regulations, the passenger seat is not allowed to carry passengers. “If three passengers are riding at the same time, they must all be seated in the back row.”

  After the vehicle arrives at the destination, the cost of the Pony Zhixing self-driving vehicle is displayed as zero yuan.

The Baidu self-driving vehicle used by another group of reporters cost 2 yuan.

At present, the ride prices offered by the two companies participating in the pilot program are very favorable.
