On Wednesday, November 24, the State Duma adopted in the third and final reading the law on raising the minimum wage in Russia (minimum wage).

From January 1, 2022, the corresponding amount will increase by 8.6% - from the current 12,792 to 13,890 rubles per month.

This was reported on the website of the lower house of parliament.

"The adoption of the bill will help to ensure an increase in the wages of about 2.7 million workers," - said in an explanatory note.

The law on increasing the minimum wage in 2022 was adopted in the first reading on October 26.

Initially, it was assumed that the amount will grow by about 6.4% - up to 13,617 rubles.

At the same time, on November 18, Russian President Vladimir Putin proposed to increase the indicator additionally - to a level higher than inflation.

At the same time, the head of state ordered to increase the outstripping rates and the cost of living - also by 8.6% instead of the previously planned 2.5%.

Thus, in 2022 the amount should be 12,654 rubles.

The Russian leader submitted the corresponding amendments to the lower parliamentary fee for consideration, and on November 24, the State Duma approved the changes in the final reading.

According to the authorities, the total increase in the minimum wage and the living wage should affect 19 million Russians.

It is planned to allocate 30 billion rubles from the budget for these purposes.

It is assumed that in 2022 the subsistence level for the working-age population will be 13,793 rubles, for pensioners - 10,882 rubles, and for children - 12,274 rubles.

This was previously stated by the Minister of Labor and Social Protection of the country Anton Kotyakov.

Note that the cost of living is used as a criterion of need when assigning social benefits.

In addition, additional payments to pensions and material support for families with children depend on the indicator.

In turn, the minimum wage affects the establishment of the minimum sick leave and wages in the country.

“Usually the minimum wage and living wage are calculated on the basis of statistical analysis of income and average wages of citizens.

However, against the backdrop of a pandemic and an increase in consumer prices, on behalf of the President, it was decided to increase the indicators by an amount ahead of inflation.

This should lead to significant positive changes for Russians, "said Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in a conversation with RT.

According to the latest data from Rosstat, now the annual rate of price growth in Russia is near a five-year high and exceeds 8%.

In these conditions, the authorities 'initiatives should ease the inflationary pressure on citizens' incomes, says Alexander Abramov, head of the laboratory for the analysis of institutions and financial markets at the Institute for Applied Economic Research, RANEPA.

“With inflation rising, the government seeks first of all to help citizens in need.

Support measures, as before, have a targeted approach.

At the same time, the increase in social benefits will be quite tangible, ”the specialist believes.

As the chairman of the State Duma Vyacheslav Volodin said earlier, in the near future the authorities will have to make a decision on additional indexation of pensions.

In addition, in 2022, the size of maternity capital will be indexed according to the level of actual inflation.

Social budget

On Wednesday, the State Duma also adopted in the third, final reading the law "On the federal budget for 2022 and for the planning period of 2023 and 2024."

It is assumed that next year the state treasury revenues will exceed expenditures.

“The budget for 2022, in contrast to the budget of last year, is formed with a surplus.

We have the opportunity to direct additional funds to address priority tasks - to social support for citizens, especially families with children, ”said Volodin.

In general, it is assumed that cash receipts to the budget will increase throughout the entire three-year period.

In 2022, they may amount to 25.02 trillion rubles, in 2023 - 25.54 trillion, and in 2024 - 25.83 trillion.

At the same time, treasury expenditures will also grow steadily.

It is expected that in 2022 budget spending will amount to 23.69 trillion rubles, in 2023 - 25.24 trillion, and in 2024 - 26.35 trillion rubles.

“The budget itself will traditionally have a social orientation. In particular, it is planned to allocate additional funds for long-term care for elderly Russians and citizens with disabilities. Also, in the context of the continuing digitalization of the country, at the expense of the budget, the digital inequality will be reduced so that every Russian, especially children, have the opportunity to gain access to knowledge online, ”said Svetlana Bessarab.

In addition, in the law on the budget, the authorities took into account proposals for the development of health care, the construction and overhaul of schools, the resettlement of emergency housing and the provision of apartments for orphans.

At the same time, the authorities approved amendments providing for the allocation of additional money for repairing roads in the country, subsidizing air travel for residents of the Far East, developing rural areas and increasing the availability of medical care in rural areas.
