China News Service, November 22. According to the Ministry of Industry and Information Technology website on the 22nd, the Ministry of Industry and Information Technology and the State Administration of Market Supervision have recently issued the "Electrical Energy Efficiency Improvement Plan (2021-2023)" (hereinafter referred to as the "Plan").

The plan proposes to accelerate the promotion and application of high-efficiency and energy-saving motors, including the energy-saving transformation of existing motors, and speed up the elimination of backward and low-efficiency motors that do not meet the requirements of current national energy efficiency standards.

In addition, the plan also emphasizes the need to increase the application of high-efficiency and energy-saving motors.

The plan mentioned that in order to further strengthen the energy-saving management of key energy-consuming equipment, accelerate the promotion and application of high-efficiency energy-saving motors, continue to improve the efficiency of energy resource utilization, promote the green and high-quality development of the industry, and help achieve the goal of carbon peak and carbon neutrality, this plan has been formulated.

The plan clarifies the main goals. By 2023, the annual output of high-efficiency and energy-saving motors will reach 170 million kilowatts, and the proportion of high-efficiency and energy-saving motors in service will reach more than 20%, and the annual electricity saving will be 49 billion kWh, which is equivalent to the annual saving of 15 million tons of standard coal. , Reducing carbon dioxide emissions by 28 million tons.

Promote the application of a number of key core materials, components and process technology equipment, form a number of backbone manufacturing enterprises, and promote the high-quality development of the motor industry.

The plan also puts forward a number of key tasks, including expanding the green supply of energy-efficient motors, expanding the industrial chain of energy-efficient motors, accelerating the promotion and application of energy-efficient motors, and promoting the intelligent and digital upgrade of motor systems.

Among them, in terms of accelerating the promotion and application of high-efficiency and energy-saving motors, the plan stated that it is necessary to carry out energy-saving transformation of existing motors.

Encourage key industrial sectors such as steel, nonferrous metals, petrochemicals, chemicals, building materials, textiles and other key industries to carry out energy-saving diagnosis of energy-using equipment, and evaluate the potential for the promotion and application of advanced energy-saving technology and equipment based on the energy efficiency level and operation and maintenance of the equipment.

Guide enterprises to implement updates and upgrades of key energy-consuming equipment such as motors, give priority to high-efficiency and energy-saving motors, and accelerate the elimination of backward and low-efficiency motors that do not meet the requirements of current national energy efficiency standards.

Encourage enterprises to carry out matching energy-saving transformation and operation control optimization for inefficient operation of fans, pumps, compressors and other motor systems.

In addition, the plan also stated that it is necessary to increase the application of high-efficiency and energy-saving motors.

Subdivided load characteristics and different working conditions, for general equipment such as fans, water pumps, compressors, machine tools, etc., encourage the use of motors with level 2 energy efficiency and above.

In view of variable load operating conditions, promote variable-frequency speed-regulated permanent magnet motors with level 2 energy efficiency and above.

For transmission systems using gearboxes and couplers, low-speed direct-drive and high-speed direct-drive permanent magnet motors are encouraged.

Vigorously develop permanent magnet external rotor electric drum, integrated screw compressor and other motor and load equipment structure integration design technology and products.

The plan also proposes four safeguards, including strengthening organization and implementation, strict supervision and management, strengthening energy-saving services, and active publicity and guidance.

——Strengthen the organization and implementation.

Provincial-level industry, information technology, and market supervision departments put forward work measures based on this plan and combined with actual conditions to strengthen guidance and services.

Make full use of existing funding channels such as energy conservation and emission reduction to provide support to key motor energy efficiency improvement projects.

Encourage relevant industry associations and enterprises to formulate special work plans in accordance with the goals and tasks set in this plan, combining with the actual situation of the field and the enterprise, and to coordinate the implementation of the plan.

——Strict supervision and management.

Strictly implement national energy efficiency standards such as the "Limited Values and Energy Efficiency Grades of Motors" (GB 18613-2020), strengthen the compliance inspection of energy efficiency labels, and prohibit the purchase, use, and production of motor products that have been explicitly eliminated by the state.

Organize and implement special industrial energy-saving supervision, carry out energy efficiency supervision on motor users, and work with relevant departments to supervise and urge enterprises to eliminate motor products that do not meet the limits of mandatory performance and efficiency standards.

——Strengthen energy-saving services.

Vigorously play the role of industrial energy conservation and green development evaluation center, green manufacturing system solution supplier, etc., actively carry out special energy-saving diagnosis of motor system, and put forward energy-saving renovation suggestions.

Actively cultivate third-party energy-saving service organizations, develop integrated energy services, contract energy management and other market-oriented models, promote energy-saving and efficiency-increasing transformation of motors, implement energy-saving certification of motors, and increase the supply of energy-saving motor products.

-Actively promote and guide.

Make full use of the green manufacturing public service platform, energy-saving publicity week and other channels to further increase the publicity and promotion of high-efficiency energy-saving motors.

Organize relevant industry associations, research institutions, etc., to carry out a series of activities for high-efficiency energy-saving motors to enter enterprises under the framework of the "Energy-saving Service Entering Enterprises" activity, and coordinate the implementation of technical exchanges, business training, standard publicity and implementation, and supply-demand matching.

Actively carry out international exchanges and cooperation in the fields of benchmarking and mutual recognition of motor energy efficiency standards, advanced technology of motor systems, and high-efficiency motor remanufacturing.
