He said that the reform pilot measures proposed in the "Opinions" mainly include: further removing unreasonable restrictions such as regional division and local protection; improving a more open, transparent, standardized and efficient market entry and exit mechanism; continuing to improve the convenience of investment and construction. Regarding the main considerations for determining the first batch of pilot cities for business environment innovation as Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou, and Shenzhen, Lu Xiangdong said that on the one hand, these six cities have complete industrial systems and large market entities.
