Russian President Vladimir Putin introduced amendments to the State Duma on additional increases in the minimum wage (minimum wage) and the living wage.

This was announced on Friday, November 19, by the head of the committee of the lower house of parliament on budget and taxes Andrei Makarov.

“The president's proposal is weighed, calculated and makes it possible to really fight poverty, really support those who need this support most of all.

That is why the Committee on Budget and Taxes today supported the president's proposal, ”Makarov said.

The committee also recommended the State Duma to adopt the draft law "On the federal budget for 2022 and for the planning period of 2023 and 2024."

The document is planned to be considered at a plenary session of the lower house of parliament on November 23.

Recall that on the eve of Vladimir Putin, at a meeting on social issues, in 2022, Russia proposed to increase the living wage by 8.6% - to 12,654 rubles.

As the Russian leader specified, this is 1,000 rubles more than today.

According to Putin, now the draft federal budget for next year provides for an indexation of the subsistence minimum by only 2.5%.

However, such parameters are significantly behind the current inflation rate, which has accelerated in recent months, the head of state noted.

“Many social benefits are also tied to the size of the subsistence minimum, including payments to families with children and social supplements, supplements to pensions, so it’s not even an absolute figure that matters, but what it’s connected with is important.

And, let me remind you, these benefits are received by millions of our citizens.

Naturally, these payments will also grow, ”said Vladimir Putin.

As a result of the President's initiative in 2022, the subsistence level for the working-age population will be 13,793 rubles, for pensioners - 10,882 rubles, and for children - 12,274 rubles.

This was announced on November 19 by the Minister of Labor and Social Protection of the country, Anton Kotyakov.

"Thanks to this decision, payments will increase for 16 million citizens - these are recipients of child benefits, federal and regional social supplements to pensions," - explained the head of the Ministry of Labor.

According to Vladimir Putin, in accordance with the Russian Constitution, the minimum wage in the country cannot be less than the subsistence level.

Against this background, the minimum wage in 2022 will also be increased by 8.6% - up to 13,890 rubles per month.

"This decision also affects many of our citizens, and again, the matter is not even in absolute terms - the fact is that the minimum wage is used to calculate benefits for temporary disability, and also serves as a guideline when setting salaries in the public sector, in the sectors of the economy," explained the Russian leader.

As Deputy Prime Minister Tatyana Golikova specified, the increase in the minimum wage will apply to the wages of workers in the budgetary and non-budgetary sectors of the economy.

In total, the initiative will affect about 3 million Russians.

"All payments will be provided at the expense of the federal budget, budgets of state extra-budgetary funds and regional budgets, but the bulk of payments will fall on the federal budget," Golikova added.

According to the Ministry of Labor, a total of 30 billion rubles will be allocated from the federal budget to increase the living wage and the minimum wage.

At the same time, the additional costs will not have a serious burden on the state treasury, said Pavel Sigal, first vice president of the all-Russian public organization of small and medium-sized businesses "Support of Russia".

“The economy is gradually recovering from the crisis.

Oil prices are now higher than a year earlier.

In addition, we see a revival in business activity.

Many spheres are achieving pre-crisis results.

Against this background, the state has every opportunity to fulfill its social obligations to the population, ”the specialist emphasized.

As Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, noted in a conversation with RT, the president's initiatives should mitigate the impact of inflation on the incomes of Russians.

According to the latest data from Rosstat, now the annual rate of price growth in the country is twice the target level of the Bank of Russia and is 8.1%.

“The inflation rate set in the budget is lower than the real indicators that we are now observing.

Therefore, the decision to further increase the minimum wage and the living wage was made in order to preserve the income of citizens, ”the deputy explained.
