  The Ministry of Finance has increased its support to create a "safety net" for agricultural production.

Since the implementation of the premium subsidy policy in 2007, the Ministry of Finance has allocated a total of 220.1 billion yuan in premium subsidy funds, an average annual increase of 21.7%.

In 2020, the Ministry of Finance allocated 28.549 billion yuan in premium subsidy funds to promote my country to become the world's largest country in agricultural insurance premiums, achieving 81.5 billion yuan in premium income, providing 189 million sub-farmers with risk protection of 4.13 trillion yuan, and central fiscal subsidies. The guidance and use effect is magnified nearly 145 times.

In 2021, the Ministry of Finance will further increase agricultural insurance support, and is expected to provide risk protection of 5 trillion yuan to more than 200 million households, and continue to escort my country's agricultural production.

In June 2021, the Ministry of Finance issued a policy document to implement full cost insurance and planting income insurance for the three major food crops of rice, wheat, and corn. Based on the pilot projects in the previous six provinces (24 major grain-producing counties), the policy will be gradually expanded to Cover all major grain-producing counties in 13 major grain-producing provinces, and provide insurance protection covering the total cost of agricultural production or planting income, and further promote the expansion of agricultural insurance.

In 2021, a total of 14.869 billion yuan has been arranged for the insurance premium subsidies for the three major food crops, accounting for 44.6% of the total premium subsidies this year.

In order to further improve the construction of the premium subsidy system and support the development of local advantageous and characteristic agricultural products, the Ministry of Finance has implemented the central government’s policy of awarding subsidies for local advantageous agricultural products insurance in 20 provinces across the country, and supports local governments in choosing no more than 3 characteristics independently. Insurance types apply for central fiscal awards to supplement funds.

In 2021, the Ministry of Finance has arranged a total of 2.407 billion yuan in subsidies for the insurance of local advantageous and characteristic agricultural products, an increase of 100.5% over the previous year.

For example, Guangdong lychee, Hubei crayfish, Hunan citrus, Shaanxi apple, Ningxia wolfberry, Inner Mongolia beef cattle and other local special agricultural products have been included in the coverage of the bonus.

  At the same time, strengthen fund management and consolidate the "foundation stone" for the development of agricultural insurance.

In order to further improve the efficiency of the use of financial funds, the Ministry of Finance issued a notice in 2021, requiring local financial departments to complete the review and fund allocation within one quarter, and to keep the corresponding business policy-level data for at least 10 years.

The relevant policy-level data must be verifiable, traceable and accountable.

At the same time, the local regulatory bureaus of the Ministry of Finance are required to conduct spot checks on the reporting and storage of insurance policy-level data during daily supervision work and review of agricultural insurance premium subsidy funds to increase supervision.
