The current context is conducive to these drifts, since the implementation of the Moncompteformation.gouv.fr internet portal, and the associated mobile application, gave great visibility to the sector in November 2019. A spotlight reinforced by the conversion hours acquired in euros at the same time. According to the General Delegation for Employment and Vocational Training (DGEFP), out of some 18 million personal training accounts (CPF) activated, 9.5 million have been activated since this pivotal date.

This enthusiasm is all the greater since confinements and short-time working have led to an explosion in demands in 2020. However, at the same time, workers had until December 31, 2020 to transfer unused hours to their CPF. title of the individual right to training (the DIF) so as not to lose them, before the deadline is postponed to July 2021. Result: “canvassing became even more intense in autumn 2020, then in spring 2021 , due to the expiration of DIF rights, ”explains the DGEFP.

From deception to scam

Problem: this search for customers gives rise to illegal practices. Remember that anyone who has registered their phone on the Bloctel opposition list should in principle be spared, even if this often proves ineffective in practice. In addition, direct sellers do not hesitate to lie to individuals. Many have thus wrongly argued that it is necessary to use the rights of the DIF under penalty of losing them.

Worse, some have "stolen their personal information from workers in order to usurp their identity by registering them unwittingly for training in order to be able to receive their funding," confirms the DGEFP.

In the spring of 2021, the Caisse des Dépôts, manager of the CPF system, had already filed nearly thirty complaints after estimating that at least 10,000 accounts had been cheated in this way for a total amount estimated between 10 and 12 million. euros.

All rights have been credited.

Take his troubles patiently

Taken aback, the authorities put in place regulatory measures from January 2021. The Caisse des Dépôts thus increasingly monitors the control of subcontractors by training organizations in order to penalize any deception and illegal practice in the canvassing carried out. At the same time, a quality approach has been initiated with the strengthening of certification conditions for actors and the evaluation of courses by participants since this summer. “As time goes by, the conditions of use of the CPF are more and more supervised and secure,” says the DGEFP.

On the appeal side, filing a complaint must of course be your first instinct in the event of a scam.

In addition, you can consult the procedure proposed on the official website of the CPF or enter Fraud Control through the Signal.conso.gouv.fr portal.

The Internet-signalement.gouv.fr and Signal-spam.fr platforms are reserved for online scam attempts.

On the other hand, for the daily calls from direct sellers, the only solution is unfortunately to hang up and block the number… hoping that the practice will soon be prohibited by law.

The other technique consists of sending SMS and e-mails asking for their contact details from individuals in order to then be able to resell them to other call centers… So systematically delete this spam and never transmit any personal information.
