The survey covered large, medium, small and micro private enterprises in 31 provinces, autonomous regions, and municipalities in China. The enterprise directly filled in the questionnaire, and a total of 69,120 original samples were recovered.
The survey shows that the total score of China's business environment percentile evaluation has increased from 68.71 points in 2019 and 74.46 points in 2020 to 77.18 points in 2021; in 2021, 76.86% of the sample companies believe that the overall business environment of their cities has improved compared with the previous year.
The results of the survey show that the rule of law environment scores the highest among the company’s percentile scores for the “five major environments” of the city. Regarding the establishment, reform, and abolition of corporate laws and regulations, the company’s 5-point system scores all over 4; The scores also exceeded 4 points, of which the scores of the public security department increased the most.
In terms of the government environment, the three government initiatives that have the strongest sense of corporate gain and recognition are the convenience of tax payment, the convenience of online business, and the convenience of starting a business.
In terms of the factor environment, the overall satisfaction evaluation of enterprises with public factor services has increased compared with the previous year, and the satisfaction with water and logistics is the highest.
In terms of the market environment, the sample companies report that the three areas where the entry barriers for private investment have lowered the most are education, medical care, and pensions.
Regarding the innovation environment, the sample enterprises' satisfaction with technological innovation resources, innovation atmosphere, and innovation policies has increased significantly.
The survey results also show that Chinese private enterprises have a sense of gain in the implementation of bank loan policies, normalized communication between government and business, and the government’s credit performance, the establishment and abolition of corporate laws and regulations, "double reductions", anti-monopoly and policies to prevent the disorderly expansion of capital, etc. protrude.
Nearly 40% of companies reported that it took less than 15 days to obtain a bank loan from application to loan, and the loan interest rate was basically the same as the previous year.
According to the calculation of the total score of the “Evaluation of Business Environment by Ten Thousand Private Enterprises” in 2021, the top ten provinces for business environment scores are Zhejiang, Guangdong, Shanghai, Jiangsu, Shandong, Beijing, Sichuan, Hunan, Henan, Fujian; Business Environment The top ten cities (excluding municipalities directly under the Central Government) are Hangzhou, Wenzhou, Suzhou, Shenzhen, Ningbo, Qingdao, Nanjing, Guangzhou, Changsha, and Chengdu in order.
