The beginning of winter is approaching, and the temperature in various places is gradually decreasing. Heating in Northeast China has begun, and heating in North China and Northwest China is also being prepared.

The meteorological department predicts that the temperature in northern China and other regions this winter will be lower than normal, and coal demand may be greater than in previous years.

However, the recent increase in coal prices has put a lot of pressure on energy security in winter.

The National Development and Reform Commission and others have successively launched strategies to strengthen production and improve energy security capabilities.

On the other hand, it is studying the implementation of intervention measures on coal prices in accordance with the law to combat speculation in the coal market.

According to statistics, since the end of September, the country’s average daily coal output has increased by more than 1.2 million tons compared with September, and the daily output has set a new high this year.

Hoarding and speculation have been effectively curbed, and thermal coal futures prices have continued to fall, down 40% from their historical highs.

While increasing the price control, whether coal can be delivered to the power plant in sufficient quantities on time has become the focus of social attention.

"Railway electric coal transportation must not only maintain sufficient quantity, but also adjust at any time according to the situation." According to the relevant person in charge of China Railway Group, railway is the main force of coal transportation. In order to ensure the timely and accurate supply of electric coal, China Railway Group and the national development and reform The committee establishes a daily docking mechanism for the supply of electricity and coal to meet daily coal supply and demand transportation conditions and emergency supply and transportation needs.

The person in charge said that the recent weather changes have been relatively frequent. In order to effectively respond to the temporary needs of various regions, the railway bureau group companies of the National Railway Group have established a daily communication mechanism with the economic operation department of the local government and set up a special account.

In the event of an emergency situation of electric coal, the railway bureau group company's internal transportation is fully guaranteed by the railway bureaus, and the transportation demand of the trans-railway bureau group company is coordinated and guaranteed by the National Railway Group.

Since October, 36 power plants in 12 provinces and cities including Liaoning, Jilin, Tianjin, Henan, Shandong, Hubei, Hunan, Jiangxi, Guangdong, Jiangsu, Gansu, and Qinghai have been guaranteed point-to-point precision supply.

In recent years, the increasingly perfect railway network has created favorable conditions for coal transportation.

Urumqi Bureau Group Co., Ltd. makes full use of the advantages of the Northern Xinjiang Railway Ring Line and Uzbek Railway’s capacity expansion, scientifically arranges the plan for the operation of heavy-duty trains and empty trains, and improves the passing capacity of the peak section. At present, the number of 10,000-ton trains on the Urumqi-Jiangsu Railway has increased from 9 pairs per day. To 11 pairs.

From October 1st to 20th, the national railway's average daily load of electric coal was 52,357 vehicles, a year-on-year increase of 17%.

As of October 20, the country’s 363 direct railway power plants had stored 35.04 million tons of coal, an increase of 18% from the end of September. The average number of days that can be spent reached 16.6 days, an increase of 2.6 days from the end of September.

Not only railways, but various modes of transportation have been fully utilized to ensure the transportation of coal, electricity, oil and gas.

According to Liu Pengfei, spokesperson of the Ministry of Transport, under the coordination mechanism of international logistics guarantee work, the Ministry of Transport has established a special class for energy transportation guarantee for this winter and next spring, which will be on duty 24 hours a day. .

Local transportation departments strengthen communication and docking with relevant departments and units, find out the status quo of energy material transportation, and formulate transportation guarantee work plans; establish a key enterprise contact system, "one enterprise, one policy, one matter, one policy", and make every effort to supply and demand energy material transportation. Docking; pay attention to weather monitoring and early warning in a timely manner, improve emergency plans; strengthen coordination and communication between departments, and unblock information reporting channels.

"Recently, the Ministry of Transport has sent a number of research teams to Tianjin, Hebei, Shanxi, Inner Mongolia and other provinces to conduct on-site investigations of port coal terminals, LNG (liquefied natural gas) terminals and other operation sites, and actively coordinate with relevant departments to resolve problems and difficulties. "Liu Pengfei said that in response to the recent road damage and blockage caused by heavy rainfall in Shanxi and other provinces, 45 million yuan was urgently allocated for road emergency clearance funds, to ensure that the roads are secured, and to ensure the transportation of electricity and coal.

Liu Pengfei said that in the next step, the Ministry of Transport will continue to guide local transportation departments to strengthen dispatching, command and overall coordination to ensure the efficient, safe and smooth transportation of energy materials such as coal and natural gas, and provide powerful transportation services for the people to survive the winter safely and warmly. .
