The calculation results released by the National Bureau of Statistics on October 29 show that China's innovation index in 2020 will reach 242.6, an increase of 6.4% over the previous year.

The ability and level of innovation have been further improved, and the release of innovation momentum has been accelerated, providing important support for maintaining steady and rapid economic growth and promoting high-quality economic development.
Continuous optimization of the innovation environment
Judging from the calculation results, in 2020, among the 21 evaluation indicators in 4 sub-fields, 19 indicators have improved compared with the previous year.
Among them, the index of the number of people with a college degree or above in the labor force, the index of the proportion of science and engineering graduates in the population of the right age, the index of the proportion of enterprises enjoying tax deductions and exemptions, the index of the number of patents granted per 10,000 R&D (research and experimental) personnel, Six indicators, including the trademark ownership index of companies and the technology market turnover index for every 10,000 scientific and technological personnel, all achieved double-digit growth.
The improvement of innovation ability is inseparable from the continuous optimization of the innovation environment.
The calculation results show that the innovation environment index value in 2020 is 266.3, an increase of 6.3% over the previous year.
The effects of the super deduction and exemption policies continue to show.
With the implementation of a number of policy measures such as increasing the deduction ratio, expanding the scope of application, and optimizing the application procedures, the benefits of corporate policies have expanded.
In 2020, among the industrial enterprises above designated size, there will be 71,000 beneficiaries, an increase of 40.3% over the previous year; tax reductions and exemptions will reach 171.34 billion yuan, an increase of 22.4% over the previous year; 89.4% of enterprises believe that the policy effects are obvious An increase of 2.3 percentage points last year.
The number of science and engineering graduates has increased rapidly.
In 2020, China's science, engineering, agricultural and medical graduates reached 2.434 million, an increase of 172,000 over the previous year, an increase of 7.6%, a new high since 2013.
Innovation investment continues to increase
The calculation results show that the innovation input index value in 2020 is 209.7, an increase of 5.4% over the previous year, and the growth rate is 2.4 percentage points higher than the previous year.
At the same time, the six evaluation index indexes in this field all achieved different degrees of growth.
R&D investment maintained rapid growth.
According to Li Yin, in 2020, China's R&D expenditure will reach 243.931 billion yuan, an increase of 10.2% over the previous year. It has achieved double-digit growth for five consecutive years, and its total investment has ranked second in the world.
The investment intensity (the ratio of R&D expenditure to GDP) was 2.4%, an increase of 0.16 percentage points from the previous year, and the rate of increase hit a new high since 2010.
At the same time, the ranking of input intensity among the world's major economies has risen from 16th to 12th in 2016, which is close to the average level of OECD countries.
The full-time equivalent of R&D personnel reached 5.235 million per year, an increase of 9% over the previous year, and continued to rank first in the world.
The position of the main body of enterprise innovation was further consolidated.
In 2020, the R&D expenditure of Chinese enterprises will reach 186.738 billion yuan, an increase of 10.4% over the previous year.
Among them, the R&D expenditure of industrial enterprises above designated size was 1,527.13 billion yuan, an increase of 9.3% over the previous year; the contribution of enterprise R&D expenditure to the growth of R&D expenditure of the whole society reached 77.9%, an increase of 9.4% over the previous year.
According to Li Yin, among the industrial enterprises above designated size, 208,000 have carried out technological innovation activities, accounting for 52.1%. This is the first time it exceeded 50%, an increase of 2.5% over the previous year.
Innovative output is fruitful
In 2020, the value of the innovation output index will increase by 8.5% over the previous year, and the index level will rank first in the four sub-sectors.

In 2020, the number of domestic patent authorizations reached 3.521 million, a significant increase of 42.3% over the previous year.
Among them, 441,000 were granted for invention patents, an increase of 22.1%.
A total of 1.952 million scientific papers were published, an increase of 0.3%.
In terms of corporate brand building, as of the end of 2020, large and medium-sized industrial enterprises had 616,000 registered trademarks, an increase of 14.5% over the previous year.
The technology market is developing rapidly.
In 2020, the contract value of Chinese technology market transactions reached 2825.15 billion yuan, an increase of 26.1% over the previous year.
"The rapid growth of technology transaction volume shows that technology transfer and transformation is accelerating." Li Yin said.
In 2020, the average technology market turnover for every 10,000 scientific and technological personnel is 2.19 billion yuan, an increase of 19.1% over the previous year, and an increase of 2.4 percentage points over the previous year.

The 2020 innovation effectiveness index value is 174.7, an increase of 3.8% over the previous year, and the growth rate is 1 percentage point higher than the previous year.
Sales of new products have achieved great success.
In 2020, China's large and medium-sized industrial enterprises will achieve 18.3 trillion yuan in new product sales revenue, which is 27.4% of the main business revenue, an increase of 2.5 percentage points from the previous year, and the proportion is a record high.
The level of energy consumption continues to decline.
According to preliminary calculations, in 2020, China’s total energy consumption will be 4.98 billion tons of standard coal, an increase of 2.2% over the previous year; coal consumption accounted for 56.8% of total energy consumption, a decrease of 0.9% over the previous year; natural gas, hydropower, Clean energy consumption such as nuclear power and wind power accounted for 24.3% of total energy consumption, an increase of 1 percentage point over the previous year.
Calculated at comparable prices, energy consumption per unit of GDP dropped by 0.1% compared to the previous year.
"The 2020 China Innovation Index shows that China's innovation capabilities and levels have continued to improve." Li Yin said that China's basic scientific research still has outstanding shortcomings. The lack of major original achievements and the lack of key core technologies have not been fundamentally changed, and the development of talents has not been fundamentally changed.
