Chinanews, October 29. According to the website of the National Bureau of Statistics, the research team of the National Bureau of Statistics "China Innovation Index Research" recently released the results of the 2020 China Innovation Index. Li Yin, Chief Statistician of the Department of Social Sciences, National Bureau of Statistics Interpreted this.

From the calculation results, China’s innovation index will reach 242.6 in 2020, an increase of 6.4% over the previous year; among the 21 evaluation indicators in 4 sub-sectors, 19 indicators have improved compared with the previous year. Among them, the labor force Index of the number of people with a college degree or above, index of the proportion of science and engineering graduates in the population of the right age, index of the proportion of companies enjoying tax deductions and exemptions, index of patent authorizations per 10,000 R&D personnel, index of trademark ownership per 100 companies, per 10,000 Six indicators, including the technology market turnover index for scientific and technological activity personnel, achieved double-digit growth.

The trend of China's innovation index shows that in the face of complex and severe domestic and foreign situations, especially the impact of the new crown pneumonia epidemic, China adheres to the core position of innovation in the overall modernization drive, and implements the innovation-driven development strategy, and the innovation ability and level are further improved. The promotion and the accelerated release of innovation momentum provide important support for maintaining steady and rapid economic growth and promoting high-quality economic development.

——Continuous optimization of the innovation environment

The value of the innovation environment index in 2020 is 266.3, an increase of 6.3% over the previous year.

Due to the impact of the epidemic, the scale of national fiscal expenditures on science and technology has decreased, which has led to a decline in the proportion of science and technology appropriations in financial appropriations. However, the other four evaluation index indexes in this field have all achieved growth.

The effects of the super deduction and exemption policies continue to show.

With the implementation of a number of policy measures such as increasing the deduction ratio, expanding the scope of application, and optimizing the declaration procedures, the benefits of corporate policies have expanded, and policy recognition and tax reduction efforts have continued to increase.

In 2020, among the industrial enterprises above designated size, there will be 71,000 beneficiaries, an increase of 40.3% over the previous year; tax reductions and exemptions will reach 171.34 billion yuan, an increase of 22.4% over the previous year; 89.4% of enterprises believe that the policy effects are obvious An increase of 2.3 percentage points last year.

The number of science and engineering graduates has increased rapidly.

Science and engineering graduates are a potential resource for technological innovation and an important monitoring indicator in international mainstream innovation evaluation systems such as the "European Innovation Scoreboard".

In 2020, China's science, engineering, agriculture and medical graduates reached 2.434 million, an increase of 172,000 over the previous year; the increase was 7.6%, a new high since 2013.

——Innovation investment continues to increase

The value of the innovation input index in 2020 is 209.7, an increase of 5.4% over the previous year, and the growth rate is 2.4 percentage points higher than the previous year.

The six evaluation index indexes in this field all achieved different degrees of growth.

  R&D investment maintained rapid growth.

In 2020, China’s R&D expenditures will reach 243.931 billion yuan, an increase of 10.2% over the previous year. It has achieved double-digit growth for five consecutive years, and its total investment has ranked second in the world; the investment intensity (R&D expenditure to GDP ratio) is 2.40% , An increase of 0.16 percentage points over the previous year, a new high since 2010; the ranking of investment intensity in the world’s major economies has risen from 16th to 12th in 2016, which is close to the average level of OECD countries.

The full-time equivalent of R&D personnel reached 5.235 million per year, an increase of 9% over the previous year, and continued to rank first in the world.

The position of the main body of enterprise innovation was further consolidated.

In 2020, the R&D expenditure of Chinese enterprises will reach 1,867.38 billion yuan, an increase of 10.4% over the previous year; among them, the R&D expenditure of industrial enterprises above designated size is 1,527.13 billion yuan, an increase of 9.3% over the previous year; the contribution of corporate R&D expenditure to the growth of R&D expenditure in the whole society amounts to 77.9 %, an increase of 9.4% over the previous year.

Among the industrial enterprises above designated size, 208,000 have carried out technological innovation activities, accounting for 52.1%, breaking through 50% for the first time, an increase of 2.5 percentage points over the previous year.

——Rapid growth in innovation output

The value of the innovation output index in 2020 is 319.8, an increase of 8.5% over the previous year, and the index level ranks first in the four sub-fields.

Among the five evaluation index indexes in this field, except for the index of the proportion of invention patent grants in the number of patent grants, which declined because the growth rate of invention patent grants was significantly lower than that of patent grants, the other four indicators achieved growth.

  Innovation has yielded fruitful results.

In 2020, the number of domestic patent authorizations in China reached 3.521 million, a sharp increase of 42.3% over the previous year; among them, 441,000 were invention patent authorizations, an increase of 22.1%; a total of 1.952 million scientific papers were published, an increase of 0.3%.

Enterprise brand building has been continuously advancing. By the end of 2020, large and medium-sized industrial enterprises had 616,000 registered trademarks, an increase of 14.5% over the previous year.

The technology market is developing rapidly.

In 2020, the contract value of China's technology market reached 2825.15 billion yuan, an increase of 26.1% over the previous year.

The rapid growth of technology transaction volume shows that technology transfer and transformation are accelerating.

In 2020, the average technology market turnover for every 10,000 scientific and technological personnel is 2.19 billion yuan, an increase of 19.1% over the previous year, and the increase rate is 2.4 percentage points higher than the previous year; the technology market turnover index for every 10,000 scientific and technological personnel is 582.3 (in 2005 The year is 100), and the index value ranks first among all 21 evaluation indicators.

——The effectiveness of innovation is further revealed

The 2020 innovation effectiveness index value is 174.7, an increase of 3.8% over the previous year, and the growth rate is 1 percentage point higher than the previous year.

The five evaluation index indexes in this field have all achieved different degrees of growth.

Sales of new products have achieved great success.

In 2020, China's large and medium-sized industrial enterprises will achieve 18.3 trillion yuan in new product sales revenue, which is 27.4% of the main business revenue, an increase of 2.5 percentage points from the previous year, and the proportion is a record high.

Among them, the sales income of new products reaching the international market level was 2.5 trillion yuan, an increase of 6.3% over the previous year; the sales income of new products reaching the domestic market level was 6.5 trillion yuan, an increase of 7.3%.

The level of energy consumption continues to decline.

Technological innovation further promotes green development.

According to preliminary calculations, in 2020, China’s total energy consumption will be 4.98 billion tons of standard coal, an increase of 2.2% over the previous year; coal consumption accounted for 56.8% of total energy consumption, a decrease of 0.9% over the previous year; natural gas, hydropower, Clean energy consumption such as nuclear power and wind power accounted for 24.3% of total energy consumption, an increase of 1 percentage point over the previous year.

Calculated at comparable prices, energy consumption per unit of GDP dropped by 0.1% compared to the previous year.

To sum up, the 2020 China Innovation Index shows that China's innovation capability and level are continuously improving.

However, we must see that the shortcomings of basic scientific research in our country are still outstanding, the situation of lack of major original results and key core technologies being controlled by people has not been fundamentally changed; the ability to transform scientific and technological achievements is not strong yet, and the talent development and incentive mechanisms need to be further improved.

In the next step, we must further implement the innovation-driven development strategy, comprehensively shape new development advantages, and accelerate the construction of a science and technology power.
