The Ministry of Transport formulated and issued the "Measures for the Qualification Management of Highway Maintenance Operation Units" to further implement the reform requirements of "delegation of management and service", promote the formation of a unified, open, competitive and orderly national road maintenance operation market, optimize the business environment for road maintenance, and protect roads Maintenance quality and safety.
The first is to formulate a national unified qualification category and conditions for highway maintenance operation units, which is to unify the national standards.
On the premise of ensuring the safety and quality of maintenance operations, further streamline the qualification categories and lower the qualification conditions.
The qualifications of the operating units are divided into 4 sequences of subgrade and road surface, bridges, tunnels, and traffic safety facilities, a total of 7 levels, and the scope of work of each level is clarified.
It is clearly required that all localities implement the basic conditions such as the ability, performance, and technology that a unified maintenance operation unit should have, so as to prevent problems such as excessive conditions and regional barriers.
The second is to promote the implementation of online declaration, one-time approval, and nationwide use.
The Ministry of Transport will guide the provincial transportation authorities to establish a sound approval and service platform. From January next year, online declaration, approval and supervision will be realized, and the application process and government services will be optimized to facilitate the counterparty.
