China News Service, Chongqing, October 26 (Reporter Zhong Yi) "We hope to create a "convenient life circle" with left-handed fireworks and right-handed poetry, which not only satisfies the basic life of the people, but also has a quality life, so that the convenient life circle becomes the common people. The "happiness circle" of life is our work goal during the "14th Five-Year Plan" period." Yin Hong, deputy director of the Circulation Industry Development Department of the Ministry of Commerce, said on the 26th when talking about the construction of China's urban commercial system.

On the same day, under the guidance of the Ministry of Commerce of the People’s Republic of China and the Chongqing Municipal People’s Government, the first China Urban Business Circle Development Conference, co-sponsored by the Ministry of Commerce International Trade and Economic Cooperation Research Institute, Chongqing Municipal Commission of Commerce, and Chongqing Yuzhong District People’s Government, was held in Chongqing .

Industry experts focus on the commonalities of business circles, interpret industry trends, and discuss common issues and difficult hot spots that the society pays attention to in the construction of urban business circles.

Yin Hong mentioned that in China's current urban commercial development, especially in the construction of commercial circles, there are still problems such as insufficient commercial facilities, insufficient new consumption scenes, and mismatch between supply and demand.

In the next step of the work, the Ministry of Commerce will continue to implement in-depth urban business promotion actions, strengthen overall planning, promote the high-quality development of pedestrian streets, and do a good job in the construction of urban convenience living circles.

She pointed out that according to the "Guide for the Construction of a Convenient Living Circle in a Quarter of an Hour in Cities" issued by the General Office of the Ministry of Commerce and other 11 departments, the goal of the convenient living circle during the "14th Five-Year Plan" period is "Hundred Cities and Thousand Circles", but "Thousand Circles" is not There are only 1,000, maybe 2,000, 3,000.

At the same time, the convenience life circle does not implement a “one size fits all” approach. It is not constructed according to a unified model and unified steps, but must be based on actual conditions and local consumption conditions, and conditionally improve the quality of the business on the basis of satisfying the basic security type of business.

Gu Xueming, chief expert and dean of the Institute of International Trade and Economic Cooperation of the Ministry of Commerce, stated that with the expansion of China’s middle-income groups and the accelerated upgrading of the consumption structure of residents, mid-to-high-end consumption will become a “stabilizer” for consumption growth and an important engine for economic growth. It has the characteristics of the main consumer shifting from the low-medium consumer group to the high-medium consumer group, the consumer object is moving from mass consumption to the middle and high-end brand consumption, and the consumer market is shifting from localization to internationalization.

How can cities make precise efforts to build an international business district?

Gu Xueming puts forward five suggestions: First, benchmark internationally and promote the construction of an international business district at different levels.

The second is to innovate business formats and strive to enhance the core competitiveness of the business district.

The third is to gather resources to enhance the supply of high-quality goods and services.

The fourth is policy empowerment to optimize the international business environment of the business district.

The fifth is to improve the mechanism to promote the continuous and efficient operation of the business district.

"We can't rush to the top, causing a new round of administrative, competitive, and comparable investment waste." Chen Wenling, chief economist of the China International Economic Exchange Center, made suggestions on the construction of modern urban business circles.

She said that it is not possible to copy Western models and famous Western commercial streets that have actually declined or become hollow. They should incorporate Chinese cultural elements and local unique historical and cultural imprints to avoid "one thousand cities and one side"; , Excessive large-scale development, taking commercial streets as an example, the scale of commercial streets without motor vehicles is generally 800 meters to 1000 meters, too long or too high is not advisable; there is no need to excessively pursue the level of international brands. The leading domestic brands that have been formed are introduced into modern business circles and become the leading force driving high-quality development.

Chen Wenling mentioned that urban commercial circles should also pay attention to the business structure, reasonably determine the functions and spatial forms of commercial circles, and enhance high-end shopping, business and leisure functions.

She emphasized that regional business districts should pay attention to stock and reasonable allocation of increments. Taking into account the needs of "aging" such as elderly care, health care, etc., the most important basic business district should be community business districts.
