The Russian government will allocate 38.5 billion rubles to support small and medium-sized enterprises, as well as socially oriented non-profit organizations.

This was announced on Monday, October 25, by Prime Minister Mikhail Mushstin at a meeting with his deputies.

“The President approved our proposals to support business in the face of the growing incidence of coronavirus infection.

We must not only help to preserve jobs, but also provide an opportunity to quickly restore momentum after the new wave begins to decline, "Mishustin emphasized.

According to him, enterprises from the most affected industries will be able to receive a one-time payment in the form of a grant.

The amount of support will depend on the number of employees of the enterprise and will be calculated based on one minimum wage (about 12.8 thousand rubles in 2021) for each employee.

Thus, companies will be able to ensure the payment of salaries to employees, the government believes.

“We hope that such a measure will partially cover the lost part of the revenue for the affected enterprises and support about 3 million people,” the head of the Cabinet added.

As the prime minister specified, first of all, financial assistance is intended for organizations that work directly with the population.

We are talking about representatives of the hotel business, catering, sports, additional education, consumer services, as well as culture and entertainment.

Businesses will be able to apply for grants remotely from November 1, 2021 and within a month and a half.

The funds, in turn, will begin to be credited to the accounts of organizations from November 15th.

Due to the initiative, enterprises will be able to save jobs and not leave their employees without a livelihood during the forced lockdown.

Georgy Ostapkovich, director of the Center for Market Research at the Institute for Statistical Studies and Economics of Knowledge, NRU HSE, spoke about this in an interview with RT.

Thus, the actions of the authorities will help stabilize the labor market and keep the economy from a jump in unemployment, the expert is sure.

“Most likely, this can only be the first stage of new support.

In the current conditions, this amount will not have a serious burden on the country's budget, but at the same time it will seriously help entrepreneurs.

In the future, I do not exclude that there will be another tranche.

Also, the authorities can introduce regulatory measures similar to those that were last year: for example, a veto on bankruptcy or tax breaks, ”Ostapkovich said.

According to Georgy Ostapkovich, the new mechanism will improve interaction between business and government, as a result of which enterprises will be able to receive the necessary assistance faster. In addition, as the specialist believes, business support can become more targeted.
