The housing law that has caused so many headaches between Podemos and the PSOE within the Government will authorize the autonomous communities to freeze rental prices in

"stressed areas."

The law will consider a "stressed area", one in which

housing expenses represent more than 30% of the

tenant's

income

or that purchase or rental prices have risen more than 5 points above the regional CPI in the five recent years, according to Cadena Ser has advanced.

In that case, the tenant may

request an extension of the rent for three years

and in the new contracts the rent can only be raised by 10% as long as improvements have been made to the home.

To incentivize the reduction of rents, the law will establish a

90%

rebate for contracts that are lowered by 5%.

And to encourage owners to put flats on the rental market, municipalities may demand a

surcharge of 50% of the IBI to

permanently

vacated homes

for more than two years.
