The French overseas ministry released its calculator on Tuesday.

The emergency measures linked to the health crisis in the overseas territories represented more than 6 billion euros while for the overseas version of the recovery plan the forecast of 1.5 billion euros "will be exceeded".

From March 2020 to September 2021, the government distributed to overseas companies more than 6 billion euros with 3.5 billion in loans guaranteed by the State, 1 billion in solidarity funds, 646 million in compensation for the activity partial and 830 million deferred charges.

These amounts represent for example an expenditure of 2,150 euros per inhabitant of the Overseas Territories or an expenditure equal to 10% of the overseas GDP, underlines the ministry.

"More than a billion euros in overseas health systems"

In addition, the investments planned for the fall of 2020 in the recovery plan for overseas territories already represent more than 1.5 billion euros, but this is "without counting the Ségur de la Santé", with "more of one billion euros announced for the Overseas, partly financed by France Relance ”, according to the ministry.

The Ségur de la Santé plans to inject “more than one billion euros into overseas health systems over the next few years, including 300 million euros for the financial reorganization of the most indebted establishments, 700 million for relaunch investments in health and 50 million to support the daily expenses of health establishments ”.

Over one year, the recovery plan has also made it possible to invest 669 million euros in projects promoting ecological transition (with 247 million for the thermal renovation of buildings, for example), 316 million in the competitiveness of companies (including 267 million in production tax cuts) and 566 million in regional cohesion (with 311 million measures for employment and integration of young people).

Reunion in the lead

With 546 million euros distributed, the island of Reunion is the territory that has benefited the most from the recovery plan, thanks to "the capacity of project leaders" to submit files, underlines the ministry.

It is followed by Martinique (260 million) and Guadeloupe (238 million).
