Achieve full coverage of postal business premises in towns and townships, and the coverage of express delivery outlets in towns and townships reached 98%.

More than 500,000 organized villages across the country have all realized direct mail delivery, and postal parcels under 5kg in rural areas have been delivered to the villages.

The general postal service satisfaction showed a steady upward trend, and the overall satisfaction of express delivery services showed a continuous upward trend.

  According to Ma Xulin, Director of the Universal Service Department of the State Post Bureau, since the "Twelfth Five-Year Plan", a universal postal service system covering urban and rural areas, with complete functions, and inclusive equality has been basically formed, and the level of equalization of universal postal services has been significantly improved.

During the "Twelfth Five-Year Plan" period, 8440 blank post offices in villages and towns were completed to rebuild, realizing the coverage of universal postal service business premises in all towns and townships.

During the "Thirteenth Five-Year Plan" period, in September 2019, a year ahead of schedule, all direct mail services for all organic villages across the country were realized.

The universal postal service equalization index has risen steadily, from 76.6 in 2012 to 84.4 in 2020. The gap in the level of postal services between cities and rural areas, as well as the eastern, central and western regions has been narrowing, basically meeting the postal needs of the masses.

The number of express delivery outlets has increased from 89,000 to 224,000; the service network in urban areas has been continuously encrypted, the delivery capacity has been continuously improved, and the construction of rural service networks has been accelerated; the annual per capita use of express delivery has increased from 4.2 to 59; express companies have "going abroad" one after another. Overseas service capabilities have also been continuously enhanced.

  Second, the product system is richer and the service categories are more complete.

There are time-limited products such as same-day delivery, next-morning delivery, next-day delivery, and next-day delivery, as well as international express delivery, cold chain, warehousing services, supply chain and other businesses.

At the same time, in the field of enterprise market segments, there are companies specializing in international business, and there are companies specializing in end delivery.

  Third, the service time limit has been significantly shortened, and service satisfaction has been significantly improved.

In 2020, the time limit for express service in key cities across the country is 58.23 hours, and the 72-hour punctuality rate is 77.11%.

Since 2012, the overall satisfaction of express services has shown a continuous upward trend. In 2020, it was 76.7 points, an increase of 5 points from 2012, and remained above 75 points for four consecutive years.

The effective complaint rate of express services has shown a downward trend, from 5.4 parts per million in 2012 to 0.22 parts per million.
